De raadsformatie Buitenlandse Zaken (RBZ) bestaat uit de ministers van buitenlandse zaken, defensie en/of ontwikkelingssamenwerking. Deze Raad is verantwoordelijk voor het externe optreden van de Europese Unie en vergadert minstens elke maand, ook informele bijeenkomsten zijn mogelijk. Namens Nederland sluit doorgaans minister van Buitenlandse Zaken Wopke Hoekstra (CDA) aan.
De bijeenkomsten van de Raad Buitenlandse Zaken worden voorgezeten door de Hoge vertegenwoordiger voor het buitenlands en veiligheidsbeleid. Deze functie wordt momenteel bekleed door de Spaanse Josep Borrell Fontelles.
