Finland held the Presidency of the Council of the EU from July to December 2019. Ambassador of Finland to the Netherlands, H.E. Ms Päivi Kaukoranta will speak at our upcoming CLEER presidency lecture at the Asser Institute about Finland's experience during the presidency term.

The rotating presidency of the Council of the EU offers coordinating and representation opportunities for the incumbent Member State, the possibility to create ‘ownership’ of EU-related issues at home, gain political influence by leadership, and create a positive image to the outside world.

About the speaker

H.E. Ms Päivi Kaukoranta is the Ambassador of Finland to the Kingdom of the Netherlands and Permanent Representative of Finland to the Organisation for the Prohibition of Chemical Weapons (OPCW) since October 2018. Before that, she served for 9 years as Director General for Legal Affairs at the Ministry for Foreign Affairs in Finland. Ms Kaukoranta has a Master of Laws from Helsinki University.

CLEER Presidency lecture series

Since 2011, the Centre for the Law of the EU External Relations (CLEER) and T.M.C Asser Institute have been organising a dedicated lecture series to complement CLEER’s events. The lecture series provide a focus on a peculiar element of EU external relations: the role of the incumbent presidencies in coordination and leadership in regional and global issues.The CLEER Presidency lecture series looks at the presidency terms in retrospect, in order to assess how the member state fulfilled these aspirations and what its actions mean for the European Union’s international relations.

About CLEER (Centre for the Law of EU External Relations)

Since 2008, the Centre for the Law of EU External Relations (CLEER) aims at providing the tools to understand the multi-faced and intra-disciplinary reality of the law and policy of EU external action. CLEER is a unique repository of legal expertise bridging practitioners with academia, and merging practice with theory. As a network, CLEER is an academic platform for research coordination and cooperation between its members in view of joint events, joint publications, and funding opportunities. It links world-leading EU external relations experts from distinguished universities and institutions in the Netherlands and in Europe. T.M.C. Asser Instituut

Dit Nederlandse kennis- en onderzoekscentrum is gespecialiseerd in internationaal privaat- en publiekrecht, Europees recht en internationale handelsarbitrage. Het T.M.C. Asser Instituut is opgericht in 1965 en is gelieerd aan de Universiteit van Amsterdam. Het instituut heeft als doel om wetenschappelijk onderzoek en postgraduate onderwijs activiteiten te stimuleren en te organiseren waarbij kennis van het internationale recht versterkt wordt. Daarnaast wil het instituut de positie van Den Haag als City of Justice, Peace and Security versterken.

Naast fundamenteel wetenschappelijk onderzoek, legt het instituut zich toe op contract-onderzoek en advieswerkzaamheden. Dit consultancy maatwerk varieert van het vinden van (ad hoc) oplossingen voor kleinere juridische vraagstukken tot de coördinatie en/of uitvoer van langlopende structurele (onderzoeks)projecten. Tot de opdrachtgevers behoren o.a. de Europese Unie, nationale overheden, internationale organisaties en advocatenkantoren.
