Planning and preparation for the next programming period has started. What do the new draft Regulations say about programming, selection of priorities and programme structure? What changes are in line for financial planning and the financial management of programmes? What are the proposed changes for Managing and Audit authority responsibilities?

This seminar will compare details of the 2014-2020 and 2021-2027 regulations. We will see how the draft regulations attempt to simplify rules, add flexibility to programmes, generate synergies between policies and instruments, and maximise the impact of funding. We will enjoy keynote interventions from senior managers in Czech authorities and we will assess whether the new regulations embrace lessons learnt from current programme implementation.

  • priority setting and links to National Reform Programmes and Country-specific recommendations
  • new conditionalities
  • the financial tables, financial planning, flexibility
  • monitoring changes and real-time reporting
  • preparing the new Performance Framework; designing programme-specific indicators

You will be guided by Marco Lopriore and Robin Smail, experienced Structural Funds experts who have worked in Brussels and across the EU, gathering numerous case studies and examples of good practice. You will meet with other national and regional practitioners and have the opportunity to exchange experience and put new ideas into practice.

The seminar provides ample time for question and answer sessions and discussions. There will be practical workshops and exercises on simplified cost options (taking into account the changes of the OMNIBUS), the accounting year, indicators, the new Performance Framework and lessons learnt.

Fee

The fee includes documentation and refreshments. Lunches, a reception or dinner are included if mentioned in the programme. After the seminar, a certificate of participation will be handed out and participants will be given access to the digital version of the seminar documents. Accommodation and travel costs are at the expense of the participants or their administration.

Discounts

EIPA offers a 10% discount to all civil servants working for one of EIPA’s supporting countries, and civil servants working for an EU institution, body or agency.

Who are the supporting countries?

Civil servants coming from the following EIPA supporting countries are entitled to get the reduced fee: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Spain, Sweden, United Kingdom.

For all other participants, the regular fee applies.

Payment

Prior payment is a condition for participation.

Cancellation policy

For administrative reasons you will be charged €150 for cancellations received within 15 days before the activity begins. There is no charge for qualified substitute participants.

EIPA reserves the right to cancel the activity up to 2 weeks before the starting date. In that case, registration fees received will be fully reimbursed. EIPA accepts no responsibility for any costs incurred (travel, accommodation, etc.).

European Institute of Public Administration (EIPA)

Het Europees instituut voor bestuurskunde (beter bekend als The European Institute of Public Administration - ofwel EIPA) streeft ernaar om de kennis van ambtenaren die zich met de EU bezighouden te vergroten door het ontwikkelen en organiseren van trainingen.
