session on 7 December 2018 Council Recommendation on strengthened cooperation against vaccinepreventable diseases - Adoption
1.On 26 April 2018, the Commission transmitted its proposal 1 for a Recommendation on
Strengthened Cooperation against Vaccine Preventable Diseases to the Council together with
a Communication 2 on the same subject.
2.The legal basis for the proposal is Article 168(6)of the Treaty on the Functioning of the
European Union, which provides that the Council may adopt recommendations for the purposes of Public Health.

3.During July 2018, the Working Party on Public Health examined the text of the proposal and established a compromise text that received support by a large majority of delegations.
4.On 26 September, the Permanent Representatives Committee through a "I-item" procedure 3 agreed to the compromise text 4 and to forwarding it to the Council with a view to adoption.
5.On 23 November, the Committee agreed to invite the Council (EPSCO) to adopt the Council Recommendation in public session.
6.At this stage, the United Kingdom delegation maintains a general scrutiny reservation, which is expected to be lifted before the Council (EPSCO) session on 7 December.
The Council is invited to adopt the Council Recommendation set out in document 14152/1/18 REV 1.
