The EU’s current copyright legislation - the so-called InfoSoc Directive - goes back to 2001. Many believe that the existing rules are outdated and do not correspond to the realities of today’s digital environment. “This Directive has really failed at harmonising copyright in a way that makes it possible for people to exchange culture across borders” argues the European Parliament’s rapporteur Julia Reda.

Günther Oettinger, the new European Commissioner for Digital Economy & Society, has promised a copyright reform proposal by September 2015, but the question remains: “ Can the broken EU copyright rules be fixed?”
