The programme is addressed to:

    public officials working primarily in the field of EU regional integration and economic policies in local, regional or national administrations, coming from the EU 27, candidate or potential candidate countries, who therefore wish to receive a detailed overview of current and future European and regional issues;
  • • 
    social scientists, economists and other professionals from non-governmental organisations or think tanks, who wish to enhance their skills and specialise in the field of European integration and regional development policies;
  • • 
    officers working for regional development agencies or bodies promoting business for SMEs (such as Chambers of Commerce, regional parliaments, etc.) dealing with European economics;
  • • 
    graduate students wishing to acquire greater and more competitive personal competences, beneficial for a future career in academia or even practice-orientated professions.

Description

During this Summer School, in the first part of the week the main aspects of economic integration, financial crisis and regional development and its drivers in the EU will be highlighted; regional economic policies in the EU in view of the next financial period will then be progressively presented. The second part will illustrate how regions may steer their own economic destiny, and boost growth while at the same time enhancing territorial cohesion and making smart use of the available EU supportive resources. In the final part of the Summer School, a comparative analysis of key success factors for local public management excellence is provided.

Learning methodology

A variety of training methods will be used throughout the Summer School, such as lectures and practical presentations, workshops and interactive discussions. A special focus will be placed on each teaching session being supported/enhanced by concrete (good) cases. Additionally, specific material on the topics (Reader) will be provided for each participant in their seminar kit before the start of the Summer School. Participants will be able to receive practical advice, exchange experiences and establish contacts for local and regional partnerships and strategies. The Summer School will offer participants a unique opportunity to network with peers with the same interests and from various nationalities, thus giving them the potential to identify new partners for future joint endeavours.=

Objectives

Taking into account the current (cold) economic and financial climate, the huge challenges it involves, an impending EU 2020 growth strategy with its new budgetary assignment for 2014-2020 and the impact of its implementation on regional policies, the Summer School aims to equip participants with a comprehensive understanding of the regional and economic integration process in the EU, as well as a clear overview of the EU policy instruments in place to strengthen regional development and growth. The principles of the complexity of the system will be explained in an accessible way, thus also allowing those not familiar with the topic to enhance their knowledge and know-how.

European Institute of Public Administration (EIPA)

Het Europees instituut voor bestuurskunde (beter bekend als The European Institute of Public Administration - ofwel EIPA) streeft ernaar om de kennis van ambtenaren die zich met de EU bezighouden te vergroten door het ontwikkelen en organiseren van trainingen. Het instituut wil wetenschappelijke kennis en praktische 'know–how' met elkaar verbinden. EIPA bestaat al meer dan 35 jaar.

Het hoofdkantoor van EIPA is gevestigd in Maastricht en heeft dependances in Luxemburg en Barcelona. Gemiddeld nemen 14.000 nationale en Europese ambtenaren per jaar deel aan de trainingen. Daarnaast biedt EIPA ook consultancy, onderzoek en op maat gemaakte programma’s/trainingen aan. Bij EIPA werken circa 120 hoogopgeleide medewerkers.
