Europe 2020 Strategy is Europe’s strategy for a smart, sustainable and inclusive growth, and the successor to the Lisbon Strategy - the EU’s previous 10 year roadmap for growth and jobs.

One of the reasons why the Lisbon Strategy failed to deliver the expected results was its lack of local and regional authority involvement. Europe 2020 will only succeed with full ownership and commitment from all levels, particularly from the regional and local levels.

The triple objective of smart, sustainable and inclusive growth, as well as the seven flagship initiatives of Europe 2020, reflect the problems and concerns of local and regional authorities.

In the current climate of national austerity and fiscal consolidation, the availability of financial resources will be the key for delivering the Europe 2020 Strategy. The EU budget for the period 2014-2020 is designed to drive the Europe 2020 growth strategy. Furthermore, EU cohesion funds, an important source of growth-enhancing investments for Member States and regions, will also play a key role in helping to achieve Europe 2020 priorities, this is to help transforming EU regional economies towards a smart, sustainable and inclusive growth.

Learning methodology

A variety of training methods such as lectures and presentations, case studies, round tables and interactive discussions will take place during the course. Specific material on topics will be provided for each participant before the start of course, as well as all web links to the documentation. Participants will have the possibility to receive practical advice, exchange experiences and establish contacts for local and regional partnerships and strategies. The course will offer participants a unique opportunity to network with peers with the same interests and from various nationalities.


The objective of this course is to provide local and regional authorities with guidelines, best practice examples, and concrete answers for developing policies to help their economies become a smart and sustainable.

European Institute of Public Administration (EIPA)

Het Europees instituut voor bestuurskunde (beter bekend als The European Institute of Public Administration - ofwel EIPA) streeft ernaar om de kennis van ambtenaren die zich met de EU bezighouden te vergroten door het ontwikkelen en organiseren van trainingen. Het instituut wil wetenschappelijke kennis en praktische 'know–how' met elkaar verbinden. EIPA bestaat al meer dan 35 jaar.

Het hoofdkantoor van EIPA is gevestigd in Maastricht en heeft dependances in Luxemburg en Barcelona. Gemiddeld nemen 14.000 nationale en Europese ambtenaren per jaar deel aan de trainingen. Daarnaast biedt EIPA ook consultancy, onderzoek en op maat gemaakte programma’s/trainingen aan. Bij EIPA werken circa 120 hoogopgeleide medewerkers.
