Former IMF chief Dominique Strauss-Kahn Monday expressed scepticism that a proposed new intergovernmental treaty by EU states, which is meant to impose sanctions on fiscally errant states, will be effective. "What will happen if a punished country refuses to pay," he asked. "The answer is probably nothing," WSJ reports.
