The CFSP/CSDP is a joint meeting of the committees dealing with foreign policy and security policy issues in the parliaments of the Member States. The objectives of the Common Foreign and Security Policy (CFSP) and the Common Security and Defence Policy (CSDP) are to strengthen security, preserve peace, promote international cooperation and advance democracy.

At the Inter-Parliamentary Conference for the Common Foreign and Security Policy and the Common Security and Defence Policy, the parliaments of Member States are each represented by a delegation composed of up to six members; the European Parliament is represented by up to 16 members. National parliaments of EU candidate countries and member countries of NATO that are not members of the EU can participate as observers and are represented by a delegation of four members.

The High Representative for Foreign Affairs and Security Policy of the European Union is also invited to the meetings of the Inter-Parliamentary Conference. In 2014-2019, this position is held by Federica Mogherini.

The Conference is held in Tallinn in September 2017, and the National Defence Committee of the Riigikogu and the Foreign Affairs Committee of the Riigikogu are responsible for its organisation.

Van 1 juli 2017 tot en met 31 december vervult Estland het voorzitterschap van de Raad van de Europese Unie. Estland is de opvolger van Malta. Het is de eerste keer dat dit land het voorzitterschap bekleed. Belangrijke prioriteiten voor Estland zijn de interne markt, digitale markt, energie-unie en de integratie van Oost-Europese leden in Europa.

Het thema is Unity through Balance. Belangrijke thema's tijdens het Ests' voorzitterschap zijn de relatie van de mens met de natuur en de uitdagingen en mogelijkheden die nieuwe technologieën met zich meebrengen.
