The Health Statistics and Informatics (HSI) Department is responsible for the management and maintenance of the global data warehouse for the Global Health Observatory, providing day to day management, quality assurance, and uploading of WHO programme databases.
Description of duties: Work with programme partners across WHO to support the integration/interoperability of priority datasets with the GHO datawarehouse, implementing data and metadata standards and protocols for data exchange and synchronisation.
Promote the use of standardized approaches for exchange and loading of data in a heterogenous database environment.
Provide assistance to WHO technical units to prepare for the uploading and maintenance of datasets following a standards based approach.
Provide technical assistance and support training to database administrators across WHO at headquarter and regional levels in the use of data administration and management tools.
Contribute to the technical review, implementation and maintenance of the OpenHealth data and technology platform.
REQUIRED QUALIFICATIONS
Education: Essential A university degree in computer science, engineering, medical informatics, or health information systems or relevant combination of academic qualifications and work experience.*
Desirable Certification in database and system administration or equivalent on the job experience.

Skills: Excellent knowledge of [enterprise databases] SQL Server, MySQL, PostgreSQL, Microsoft Access.
Knowledge of web development tools including internet information server and web based reporting services (e.g., SQL reporting services).
Good knowledge of Microsoft Visual Basic and Net environment, web services, XML, window services an advantage.
Java programming an asset.
Good knowledge of T-SQL programming language and environment (stored procedures, triggers).
Good knowledge of Geographic Information Systems and related software (e.g., ArcView, Map Objects, ArcIMS)] / (e.g., ESRI products including ArcGIS Engine) and of enterprise geo-databases (e.g., ESRI ArcSDE) an asset.
Excellent communication skills, written and oral, ability to work alone or in a team environment, ability to communicate well with clients both conceptually and in detail, ability to handle many tasks simultaneously.
Knowledge of international community work on health data standards and protocols for exchange.

Experience: Essential At least 5 years in practical work experience in database and system administration, with at least two years at international level.
In-depth knowledge of database extract transform and load (ETL) tools (e.g., DTS, SSIS) and application development standards and methodologies as well as development languages (e.g., Net, Visual Basic, ASP, JSP).
Desirable Experience in working with relational databases, business intelligence tools and data warehousing.
Experience in working with UN and/or non-governmental organizations.
Languages: Excellent knowledge of English or French with a working knowledge of the other language are essential.
