Duty Station Yangon, MYANMAR Duration 1 Year (with possibility of extension) Closing Date 7 February 2012 Background The Myanmar Operations Centre (MMOC) under the UNOPS Asia and Pacific Regional Office has been established to develop, support and ove rsee UNOPS' portfolio of projects in Myanmar and to ensure that synergies between projects are effectively developed. The MMOC plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness. In February 2009, MMOC was selected by the Myanmar Country Coordination Mechanism for The Global Fund to Fight AIDS, Tuberculosis and Malaria as one of two Principal Recipients of GFATM grants for Myanmar. The implementation of the grants is commencing in January 2011. To strengthen implementation of the GFATM grant activities, UNOPS is seeking a qualified candidate to the position of National HIV & AIDS Officer. Duties and Responsibilities Under the overall supervision of the Programme Coordinator and the direct supervision of the Public Health Programme Officer, the National HIV/AIDS Officer shall be responsible for performing the following duties: Assist in the design, implementation and coordination of GFATM HIV & AIDS prevention, treatment and control project; In collaboration with Public health Programme Officer, provide guidance for and reviewing work plans, training plans and reports submitted by the fund's beneficiaries and ensuring that they are sound and in line with the national programme and the funding policy and strategies and reflect gender issues as appropriate; In coordination with relevant PR units, assist SRs in implementing GF projects and in developing their capacity as required. Assist in Progress Update Disbursement Request and cash forecast exercise of PR. Assist in routine monitoring of project progress, activity, results and implementation cost against planning to ensure the actions supported by the fund are implemented effectively and efficiently and adjusted as needed to reflect changes in the national programme as agreeable to the fund board; 1
Assist in the HIV drugs forecasting and quantification Assist in the reprogramming exercises of the project Assist in the SR-contract management of the project Supervise and mentor HIV Programme Associate and HIV Programme Assistant Propose any interventions that may be necessary, including termination or adjustment actions to ensure compliance with the fund's policy and strategies; Attend all relevant technical meetings and maintaining excellent contact with all stakeholders, whether in Yangon or in the field and a detailed knowledge of all relevant issues impacting public health, particularly in the context of HIV & AIDS; Promote information sharing in all aspects related to HIV & AIDS in Myanmar; Provide close support to the M&E team in: a) The development and implementation of the fund's internal M&E Systems b) Providing adequate feedback to/from the fund's beneficiaries and data obtained from the f und's internal M&E System c) Providing advice to projects/actions supported by the fund on their own internal M & E System and needs. d) Gaining in-depth knowledge of the national programme on their own internal M& E System, its consistency and effectiveness. Ensure GFATM protocols and standards are adhered to by UNOPS Partner agencies and SRs; Coordinate and manage training activities for SRs as needed; Liaise with WHO, Health Ministry & Other UN Agencies to present and discuss strategies and issues regarding the HIV initiative programs; Assist in drafting TORs for requests of proposals to be launched on behalf of the fund; Assist in the evaluation of proposals received either as a result of such calls or direct funding and ensuring that proposals ar e in compliance with national programme and with the fund's policy and strategies; Assist in needs and resource assessments if and when needed; Perform other relevant duties as may be assigned by the supervisor. The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS. Required Selection Criteria Competencies Professionalism Ability to conduct independent research and analysis, identify issues, and recommend solutions; proven analytical skills. Ability to work systematically, accurately and under pressure; Demonstrated skills, experience, and knowledge in HIV/AIDS prevention, treatment & control. Ability to and experience of, delivering training in HIV/AIDS prevention, treatment & control. An in-depth understanding of national and international development issues related to HIV/AIDS. Planning and organizing - Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his supervision. Result-oriented - Ability to focus on the result for the clients and respond positively to feedback. Client orientation - Ability to identify clients' needs and appropriate solutions; ability to establish and maintain productive partnerships with clients. Communication - Proven ability to write in a clear and concise manner and to communicate effectively orally. Good skills in proposal development. 2
Teamwork - Strong interpersonal skills and; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Analyzing Skills Ability to make rational judgments for the available information and analysis and probe for further information or greater understanding of a problem and present with alternative options. Ability to analyze information, evaluate options and to think and plan strategically. Self- reliant : Ability to act independently with a minimum of supervision. Specific assignments may be reviewed while in progress; however the majority is reviewed on completion. Routine duties are performed independently. Technological awareness - Excellent computer skills and ability to use software tools to present data clearly and concisely; Good working knowledge of MS Office applications. Education/Experience/Language Advance degree in Medical & Health Sciences, in Public Health, Epidemiology or other related field relevant to the above duties. A first level university degree with a relevant combination of academic qualifications and experience relevant to the above duties and responsibilities may be accepted in lieu of the advanced university degree. Minimum of 5 years of relevant experience in the prevention, treatment, care and support in HIV & AIDS. Minimum 8 years of similar experience with a bachelor's degree is considered as equivalent. Previous successful involvement with and a good knowledge of NGOs & Civil society is essential. Excellent writing and analytical skills is required. Excellent computer skills are necessary.
