Duty Station Port-au-Prince, Haiti (non-family) Duration Six months Closing Date 06 February 2012 Background: In the context of the aftermath of the January 12, 2010 earthquake, the demand for UNOPS' support in and post-emergency and longer-term development operations has increased significantly. HTOC is playing a key role in the reconstruction phase, with a main focus in infrastructure development. The Communication Officer supports management in the development and dissemination of UNOPS strategic communication and information initiatives to meet client needs, and to position HTOC as a major player in the Haiti reconstruction to development context. Duties and Responsibilities Under the general guidance of the Director, HTOC, the Communication Officer is responsible for the following duties: Based on discussions with and priorities identified by the Director, develop a communication strategy plan that will assist in positioning HTOC squarely within Haiti's reconstruction to development context ; implement the plan; Produce information materials to strengthen awareness of the work of UNOPS in Haiti; Track, research and analyze information on assigned topics/issues; gather information from diverse sources and help to assess news value and/or potential impact; Evaluate the effectiveness of information campaigns; Draft/compile a specific type or types (e.g. print, broadcast, etc.) of information communications products for target audiences including press releases, media packets and reports, brochures, briefings, video clips, newsletters, websites, etc.; Organize the production and distribution of HTOC project related information material; In consultation with the Director and other relevant parties, identify and propose information opportunities, activities and approaches, taking into account the situation/topic and target audience; Identify key contacts/constituencies and opportunities for strategic partnerships and maintain working relationships with the same; Organize or participate in the organization of conferences, seminars, press briefings, interviews, etc.;
prepare briefing materials for senior officials prior to their participation in such events; Respond to a variety of inquiries and information requests internally and externally; prepare related correspondence; Ensure effective and efficient functioning of the Director's office, full confidentiality in all aspects of assignment, maintenance of protocol procedures, management of information flow and follow-up on deadlines and commitments made; Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to the HTOC Director; Draft routine correspondence, interoffice circulars, general briefing notes, documents, reports, and minutes of meetings when requested; Prepare spreadsheets, database files, presentation slides/power points, and tables ensuring appropriate style and accuracy of information; Prepare high quality briefing materials for the Director for appointments, meetings, missions, etc.; and, Perform other duties as assigned by the Director HTOC, especially where communication interfaces with client relations, strategic outreach, cultivation of potential opportunities, etc. Required Competencies & Knowledge Professionalism Strong communication research and analytical skills and ability to rapidly analyse and integrate diverse information from various sources; up-to-date knowledge of current topics and issues and ability to identify public opportunities and risks in an international environment; proven ability in news gathering, writing and editing to very tight deadlines; thorough knowledge of the UN system and keen awareness of political sensitivities of inter governmental processes, understanding of, and experience in, dealing with the media. Communication Highly developed communication (spoken, presentation) skills, including the ability to produce a variety of written communications productions in a clear and concise style. Planning and organizing - Develops clear goals that are consistent with agreed strategies; identifies priorities and adjusts, as required; allocates appropriate time and resources to complete work, allowing for contingencies; and, uses time efficiently. Technological Awareness - Fully proficient computer skills and use of relevant software and other applications, including professional journalist equipment. Education/Experience/Language Advanced University Degree in communications, journalism or other relevant area. Additional years of relevant work experience, preferably in combination with a relevant bachelor's degree may substitute for the requirement for a master's degree Minimum 5 years of experience in journalism, communications or public relations, including experience at the international level. Fluency in written and spoken English and/or French is essential; knowledge of Haitian Creole is a definite asset.
