Duty Station Jerusalem, with regular travel to other areas of West Bank Duration one year with possibility of extension Closing Date 8 February 2012 Background The United Nations Office for Project Services Jerusalem Project Centre (UNOPS JMPC) was established in East Jerusalem in late 2006. Its aim is to provide the United Nations sister agencies and the humanitarian and development sectors within the occupied Palestinian territory with professional project implementation services. (UNOPS) is the largest service provider in the United Nations system, working on behalf of more than 30 UN departments and organizations. UNOPS Jerusalem Project Center (JMPC) services the needs of the occupied Palestinian territory (oPt), working in harmony with the Israeli and Palestinian Governments, International Donors, UN Agencies, and others. As the implementing arm of the UN I JMPC manages development projects and provides specialized project-management services. As part of Middle East/Emergency Response Division (EMO).The JMPC supports UNOPS service provision and Implementation in the occupied Palestinian territory (oPt.) . The JMPC directly supports the Palestinian Authority (PA). It provides a range of project management and related services to its clients and partners. The current projects combine logistics, procurement, contract management, personnel recruitment and administration/financial management, institutional reforms and governance strengthening, training, security, ICT, borders and crossings, and Infrastructure. The Programme Manager will report directly to the UNOPS JMPC Project Centre Director. She/he will liaise regularly with senior officials in the Palestinian Authority as well as the donors and other partners and will be instrumental in the delivery of a quality product to time and within budget.
Duties and Responsibilities General Duties The Programme Manager is responsible for management of the Infrastructure Unit within the oPt West Bank. S/he will work closely with the JMPC Director and other Managers to ensure that appropriate support and technical services are in place to expedite Contract implementation. The Programme Manager will regularly review project progress and the implementation structure to ensure the most efficient and most cost effective model to deliver infrastructure projects is devised and lessons are learnt for the future. The Programme Manager will be based in Jerusalem and travel throughout the country or internationally as required. The Programme Manager will work closely with the JMPC Director to identify and pursue UNOPS JMPC portfolio development opportunities. Specific Duties The Programme Manager will have overall responsibility for the management of the JMPC Infrastructure Unit. S/he will manage all finance, human and information resources to achieve a high quality programme. S/he will prepare work fiscal and delivery / construction programs in line with programme objectives, for the JMPC Infrastructure programme. S/he will manage international and national staff and consultants. S/he will ensure effective coordination with all project stakeholders. S/he will promote high professional standards of project management, engineering design and construction across all disciplines, monitoring and evaluating to ensure conformity with UNOPS rules and regulations plus best practice outcomes S/he will compile monthly and quarterly reports and submit summary of relevant information with recommendations to the JMPC Director on a regular basis. S/he will advise on contract preparation and award procedure ensuring conformity with UNOPS contract and award procedures. S/he will award contracts in accordance with UNOPS financial and administrative rules and regulations and the authority delegated by UNOPS. S/he will coordinate project activities with those of other projects of the UN, International Agencies and the Palestinian Authority. S/he will assist the Project Centre Director in the review of project development opportunities and develop project proposals to secure infrastructure projects for the Project Centre. S/he will directly supervise the activities of the Infrastructure Unit. This will include overseeing the preparation and submission of project budget revisions, management of human resources in close liaison with the JMPC HR Department. Represent the programme as required in Inter-Agency mechanisms, with the appropriate Palestinian Authority and Donors. S/he will establish and maintain strategies to address the professional development of peers in particular the Infrastructure Unit to ensure that quality and a high level of technical expertise is available at all times for the execution of UNOPS' services. S/he shall assist other UNOPS engineering and technical commitments wherever necessary. The selected candidate will be responsible and held accountable for abiding by applicable security policies and instructions, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS in oPt.
Required Selection Criteria Competencies Professionalism Integrity Enthusiasm Commitment Planning and Organizing Communication Judgment and Decision Making High proficiency with computers in particular MS Word, MS Excel, MS Outlook, MS Project, AutoCAD and the Internet High organizational skills Able to work efficiently with minimal direction Managerial Competencies: Ability to manage and lead a large team and to coordinate with technical counterparts, NGOs and local authorities. An organized and professional approach to staff and task management is crucial. A general understanding of the UN and its guiding principles is important. Inter personal skills: Must have ability to build and sustain effective work relationship with subordinates and peers to achieve a common goal. Needs to show a willingness to learn and openness to suggestions for self-improvement. Knowledge of computer software, as well as the capacity to use mapping tools, i.e. GPS and knowledge of construction design software is a great added value. Versatile in use of project management tools and ability to prepare and monitor project plans and progress monitoring charts Good communication skills including ability to write policy and prepare and present concise reports in English. Education/Experience/Language Education Advanced University Degree/Masters degree in Civil Engineering, Building or Construction Management. First University degree in combination with 2 additional years of relevant work experience may be considered in lieu of the Masters Degree requirement. Sufficient years of practical experience combined with technical diplomas may be accepted in lieu of a university degree; Trade qualification and construction experience would be an advantage. Work Experience 11-14 years relevant infrastructure experience out of which 10 years at managerial level, some of which should have been gained in a development sector environment. Relevant experience in business development and the targeting of specific opportunities within the operating environment. Experience in the management and implementation of Design and Build projects Relevant experience in the management of Construction Contracts, specific knowledge of FIDIC Conditions would be advantageous. Relevant experience in developing countries for the purpose of infrastructure development. Experience in dealing with customers and clients and providing a high degree of customer support, education, and service.
Experience in team management and skills development. Experience in all aspects of construction management including, financial management, budget management, contract management, risk management, staff management, quality and safety management, programme management and reporting Knowledge of the UN system and familiarity with UNOPS procedures is a distinct advantage. Languages Fluency in written and spoken English. Other Certification in PRINCE2 (minimum at foundation level) or equivalent project management methodology is highly desired.
