(P-4) Organizational Unit: Strategy and Partnership Section Division of Programme Support and Coordination Department of Technical Cooperation Duty Station: Vienna, Austria Issue Date: 24 January 2012 Application Deadline: 1 March 2012 Type/Duration of Appointment: Fixed term, 3 years (subject to a probationary period of 1 year) Organizational Setting The Department of Technical Cooperation (TC), through Major Programme 6 - Management of Technical Cooperation for Development, provides strategic direction for planning and works closely with Member States to formulate and implement the technical cooperation programme based on their identified needs, interests and priorities. The Department comprises is comprised of four Regional Divisions (Africa, Asia and the Pacific, Europe and Latin America) and the Division of Programme Support and Coordination. The TC operating environment is dynamic, participative and interactive with continuous inputs received from the Board of Governors, the General Conference, policy and decision makers and technical counterparts in Member States and the international development community. The Division of Programme Support and Coordination is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the TC programme. This includes quality assurance and enhanced results-based programme management, training and capacity development, expanded cooperation through existing and new partnerships and resource mobilization, efficient management of financial resources, data and information and also covers outreach and reporting. The Strategy and Partnership Section (SPS) develops and promotes technical cooperation strategies based on programmatic trends and capacity requirements; it creates linkages of TC programme priorities to the global development agenda and promotes their integration into development frameworks. It is responsible for the creation and enhancement of partnerships with interested States, UN organizations, multilateral financial institutions and regional development and other relevant bodies to optimize complementary activities and develop action programmes for funding. The Planning Officer is part of a team and reports to the Section Head. Main purpose The Planning Officer identifies, facilitates and manages outreach and partnership initiatives vis-à-vis senior officials of inter-governmental, bilateral, multilateral and non-governmental bodies such as the EU, OECD/DAC and foundations, and promotes the integration of the application of nuclear technologies into development projects. He/she leverages in-depth knowledge of programme trends and approaches to technical cooperation to provide innovative inputs to TC's vision, strategy, and policy development. Role The Planning Officer is: 1) a strategist identifying and pursuing innovative partnership opportunities with key stakeholders; 2) an analyst, reviewing and analyzing complex economic and social information from a broad range of sources; and 3) a planner and policy developer, leveraging analysis into concrete tools and recommendations to better enable the IAEA' s technical cooperation programme to respond to the development needs of its Member States and to mobilize resources. Partnerships The Planning Officer builds strong working relationships with colleagues in the Regional Divisions and Technical Departments to provide guidance and advice on developing and sustaining partnerships with key stakeholders. He/she establishes partnerships and engages a network of senior officials of inter-governmental, bilateral and non-governmental bodies such as United Nations Organisations, the European Commission, OECD/DAC and foundations to promote the application of nuclear technologies in development programmes and to pursue resource mobilization opportunities. Functions / Key Results Expected Advance TC partnerships with United Nations Organisations, the European Commission, bilateral AID agencies (OECD/DAC), foundations and other potential partners coordinating interactions and raising awareness of the positive contribution of nuclear applications to development projects in health, food and agriculture, water, environment, and other areas. Advise and support Regional Directors in their outreach efforts vis-à-vis inter-governmental, bilateral and non-governmental partners Analyse and advise on donor priorities and interests, resource mobilization trends and opportunities and contribute to the development of bankable projects. Undertake empirical research and analysis of trends, socio-economic issues, development and policy issues relevant to IAEA's mandate, formulate and monitor outcomes and outputs for strategic planning and propose adjustments to TC strategy taking into account changing programme requirements. Translate the analysis of relevant global development issues and trends into reports, communications, policy proposal and position papers with a focus on priorities of inter-governmental, bilateral and non-governmental partners and on resource mobilization opportunities. Develop and/or enhance programme tools and guidelines that facilitate the implementation and improve the quality of the TCP drawing on knowledge of best practice and enabling conditions, such as resource pooling, identifying synergies and partnerships with key stakeholders and integrating the Departmental approach into future technical cooperation programme requirements. Knowledge, Skills and Abilities Highly developed political acumen and astuteness; demonstrated diplomatic and negotiations skills. Knowledge and practical application of theories and concepts related to social and economic development and social policy. Sound knowledge of results based management, the logical framework approach, strategic planning processes and tools, quality management and a proven ability to apply these tools. Ability to analyze complex situations and strong synthesis skills. Demonstrated ability to proactively identify key areas for analysis and the ability to develop appropriate methodologies for projects. Demonstrated flexibility and responsiveness to change; ability to identify areas for improvement and generate new ideas to enhance efficiency and effectiveness. Ability to establish and maintain effective working relations with staff at all levels, representatives of intergovernmental and bilateral development organizations and NGOs, officials from Member States and external counterparts and stakeholders. Demonstrated ability to lead and/or to contribute effectively to a team taking into account diverse perspectives to collaboratively achieve organizational goals. Ability to work in a multicultural environment with sensitivity and respect for diversity. Ability to conduct effective presentations and to convey ideas by clearly formulating positions on issues and articulating options succinctly while simultaneously conveying the maximum necessary information. Education, Experience and Language Skills Advanced university degree in development economics, public policy, political science, international relations, international law, public administration, or related fields; a combination of such advanced university degrees would be an advantage. Minimum of seven years of progressively responsible postgraduate experience in socio-economic development, policy analysis, sociological/economic research and/or strategic planning; experience in working with international organizations and/or inter-governmental and bilateral bodies and donors an asset. Demonstrated experience in mobilizing resources, developing and executing development programmes throughout its life cycle, and field experience are highly desirable. Fluency in spoken and written English. Working knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an asset. Remuneration The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 483 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $35 496*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
