Duty Station El Fasher, Darfur, SUDAN Duration 6 months (renewable) Closing Date February 06 th , 2012 Background UNOPS is the UN sector lead for Basic Infrastructure and Settlement Development, which has provided an opportunity for the agency to play a leading role in infrastructure programme design and implementation. The UNOPS Sudan Operations Centre (SDOC) was established in February 2004 to provide client services in the areas of infrastructure, large scale operations and procurement throughout Sudan. By 2011, SDOC was implementing over 20 different projects with a total 2011 value of over $75 million, including donors such as USAID, Multi Donor Trust Fund (MDTF), Common Humanitarian Fund (CHF), the World Bank, USAID, Government of Italy, UNMIS, UNDP, DFID and FAO. Following the separation of South Sudan in July, 2011, the Sudan Project Centre (SDPC) was established. SDPC is implementing water resource management projects in Darfur funded by DFID and USAID. In Blue Nile UNOPS has been implementing an airstrip rehabilitation project for USAID. Human Resources services are provided to OCHA. SDPC has over 15 staff in Sudan. The main office in Khartoum supports field offices located in El Fasher (North Darfur), Nyala (South Darfur). The UNOPS SDPC is engaged by the Department of International Development (DFID) of the UK of Great Britain & Northern Ireland, for the implementation of an urban water supply improvement project for towns in Darfur. The planned projects activities include investigation & implementation of remedial works at underperforming deep borehole pumps, design and installation of new pumps at deep boreholes, design and installation of water transfer & booster pumps, installation of bulk water meters, and other electromechanical equipments of urban water supply systems. UNOPS SDPC is soliciting applications from Sudan nationals to be engaged as a Associate Mechanical Engineer to carry out design and implementation tasks of Darfur urban water supply improvement project.
Duties and Responsibilities The incumbent of the post is required to perform the following specific duties and responsibilities, and reports to the Project Manager. Review field records, investigate under-performing boreholes submerged pumps, and prepare reports with recommended plan for the implementation of remedial works Prepare terms of references for the engagement of services for carrying out borehole pump testing and coordinate the contractor engagement ensuring satisfactory outcome Review the results of borehole pump tests carried out by the contractors, other information available from operational staff, collect field data, and develop design, specifications & cost estimates for the replacement of under-performing pumps or new pumps installations Provide technical input to the preparation of drawings & documentations related to electromechanical equipments, pipe fittings, valves and accessories Assist in preparation of quantity calculations using design drawings and alternative sources, and unit rate calculations Site supervision of the contractors engagements involving installation of pumps, valves and electro/mechanical equipments, to ensure quality, cost & progress are maintained as per the plan. Submit periodic progress reports of the contractors works, identify and assess variations / change requests, prepare reports on Contractor requested variations / changes, with recommendations for project manager approval Take quantities of the works completed by the contractor, and prepare progress certificates for payments approval Carry out works completion tasks, including assessment & recommendation on substantial completion, coordinating commissioning tests at the presence of client, and organizing the assets hand-over including submission of final drawings, operation manuals and documentation Oversee the defects liability maintenance by the Contractor and prepare action reports Prepare contract close-out reports for the project manage approval Perform any other related duties as requested by the supervisor. The incumbent will be responsible to abide by the security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS. Computer skills in the preparation of engineering plans/drawings using AutoCAD or similar drafting software, and preparation of contract and project-related documents are essential. Education/Experience/Language Secondary education and specialized certification in Civil Engineering, Building Engineering or related field required. University degree in Civil Engineering, Building Engineering or related field is desirable. Minimum 5 years of relevant work experience.
Fluency in written and oral English and the language of the duty station required. Knowledge of second UN working language desirable.
