Duration 6 months (with possibility of renewal) Closing Date 6 February 2012 Background UNOPS is a self-financing entity of the United Nations system, with more than a decade of experience in providing operational management services in developing nations and post-conflict/emergency situations. Headquartered in Copenhagen, with regional offices in New York, Johannesburg, Bangkok, and Panama, UNOPS presently operates in over 60 countries providing to UN agencies and developing countries complex project implementations of client operations, loan administration and supervision, and advisory services for operations management. Based in Copenhagen, Denmark and with Operations Centres presently in Switzerland, Pristina, Jerusalem, Iraq (based in Amman), Tunisia and Afghanistan, the Middle East, Europe and CIS Regional Office is responsible for the management of, and support to, UNOPS activities in the region. As events rapidly unfold in North Africa as a result of the `Arab Spring', UNOPS is actively involved in assisting the people of Libya faced with the challenges of moving towards a democratic process. For this reason UNSMIL has requested UNOPS' assistance with the planning and designing process of electoral support in the country. In order to facilitate this development, as well as respond to the needs for other post-conflict needs in Libya, the Europe and Middle East Office (EMO) has been entrusted with the task of leading all processes related to UNOPS' contribution to post conflict reconstruction and democratization in the country. This will involve support to census and elections, physical infrastructure, justice and security sector reform, civilian society engagement, health and environment. Furthermore, under the direction of the Regional Director, EMO will be pursuing business development goals in North Africa. The UN Support Mission in Libya (UNSMIL) has been established in order to support the country's new transitional authorities in their post-conflict efforts including the development of a new constitution and laying the foundation for elections. Thus, overall electoral assistance in Libya will be led by the UNSMIL electoral assistance team under the ultimate authority of the Special Representative of the Secretary General (SRSG) UNSMIL. The UNSMIL electoral support team is an integrated team that is contributed and made up of various UN Agencies and of which UNOPS is one. UNSMIL electoral assistance is aimed at assisting the National Transitional Council and the future interim government on a roadmap to develop and adopt a new constitution and elect structures of government during the transitional period. The transitional period covers the first elections of the National Congress followed by a referendum on a permanent constitution and, finally, general elections during 2013 following the adoption of the permanent constitution. In addition local elections may also take place during the transitional period.
Duties and Responsibilities The post holder will working within the electoral support team logistics cell who report directly to the Deputy Electoral Adviser of the UNSMIL electoral support team. It is expected that the logistic cell will be embedded within the Libyan Electoral Management Body. The post holder will be specifically responsible for providing advice and support to Libyan EMB counterparts for the decisions regarding electoral logistics issues. The post holder will: Provide advice to the Libyan Electoral Management Body counterparts and other members of the EMB on the logistics aspects of election preparations; Advise and assist with the preparation and implementation of the necessary logistics plans in support of the electoral process; Provide advice as necessary on the procurement of electoral materials and equipment; Provide advice of transport requirements both for the Libyan EMB and also for the UN electoral support team requirements; Provide advice and assistance identifying suitable facilities, infrastructure and materials required including possible field offices; Reviews and advises of proposed electoral implementation plans to ensure they take logistic and security considerations fully into account; As necessary provide liaison with other actors that may be involved in electoral logistics; Provides briefings as necessary on the local security situation; Ensure transfer of skills and knowledge to the Libyan EMB counterparts; and Undertakes other duties as tasked by the Head of Logistics. Required Selection Criteria Competencies Knowledge of UN/UNOPS policies, procedures and practices; Ability to work independently, take initiative and make sound judgments; Excellent interpersonal, organizational and analytical skills; Excellent communication skills both oral and written; Resourcefulness, initiative and maturity of judgment; Experience coordinating security arrangements with military, police and other security forces; Thorough understanding of how security issues relate to the implementation of elections. Knowledge, and preferably first-hand experience, of the current operating and security conditions in Libya; Experience in conducting threat assessments; and Knowledge of UN security procedures and protocols. Education/Experience/Language Advanced university degree in relevant field. Bachelors degree and additional years of experience, or a recognised relevant qualification and/or additional years of experience will be accepted in lieu of advanced degree; At least 5 years of progressively responsible relevant experience; Must be fluent in English with strong communication skills; knowledge of Arabic is an asset. .
