The combination of the 2011 flash floods and Mekong River Flood have severely impacted Cambodia. 18 out of 24 provinces in Cambodia have been affected. Out of the 18 affected provinces Kandal, Kampong Thom, Prey Veng and Kampong Cham are the most badly-effected provinces. It is estimated about 1.64 million people were affected and 46,403 households were displaced. There have been 247 fatalities and 23 injuries as a result of the floods. 423,449 hectares of rice fields have been affected with 265,804 hectares reportedly damaged representing 10.7% of total rice fields. In response to flood in this season the Royal Government of Cambodia (RGC) allocated national budget as well as mobilized resources from development partners in to deliver emergency responses to the affected people. UN agencies also mobilized financial supports to contribute to the efforts of emergency relief and Flood Early Recovery Assistance (FERA).
Under the Flood Early Recovery Assistance, UNDP will support the early recovery need assessment focusing on livelihood to assist the flood victims in Cambodia. The assessment is expected to start from 15th February 2012 until 30th April 2012. In this regard, UNDP Cambodia is seeking to recruit an International Livelihood Consultant to conduct recovery need assessment in selected target provinces.
Duties and Responsibilities
The scope of work for the International Livelihood Consultant is to conduct flood early recovery needs assessment in selected target provinces.
Natural resources: Conduct needs assessment related to impact of 2011 floods for possible early recovery assistance such as agriculture, wildlife, natural forests, timber, firewood, resin, land, fuel wood, fish resources, water resources, tourist resorts and agriculture;
Agriculture: Assess impact of 2011 floods for providing agriculture inputs for dry rice production such as seeds, vegetable seeds, and fertilizers, basic tools for farmers, livestock and fisheries;
Financial sector: Assess on possible solution for temporary employment to the poorest through cash-for-work and skill training. In addition, the needs assessment is to generate alternative possible solution in term of cash grants for replacement of assets, access micro-credit, open small business and mobilize financial resource through private sectors;
Livelihood: Assess on impact of flood early recovery assistance related to houses damaged, food, shops, handicraft, market access, small grant, industries, private sectors, agriculture and raising livestock, fisheries, water and sanitation, construction, electricity, telecommunication, income generation and employment, seeds, tools, micro-credits, small business, energy power supply, health, education and governance;
Physical infrastructure: Assess on damage water supply and sanitation, water pumps, culverts, drainage, irrigation system and flood management, link roads and bridges, transportation and communication, energy power supply;
Disaster Risk Reduction: Assess on legal framework and capacity of National Committee for Disaster Management (NCDM) and National Council for Democratic De-concentration such as policy, strategy and guideline for disaster preparedness (stock piling, training, early-warning system, flood forecasting, commune database system), disaster mitigation ( safe area to evacuate flood victims), and disaster prevention ( prepare strong dams and dikes);
Environment: Assess on mud, debris, carcasses, lack of sanitation and waste disposal facilities, land erosion, water resource management.

Competencies
Good understanding of disaster disk reduction, climate change adaptation, natural resource management, water management, and Cambodian agriculture, socio-economic and income generation;
Good interpersonal skill;
Excellent writing and verbal communications skills;
Commitment toward high quality service; and Ability to work effectively in a cross cultural environment.
Required Skills and Experience
Education:
At least Master Degree in Social Development Study, Socio-Economics development, Environment and Agriculture.
Experience:
At least 5 years’ experience on flood early recovery livelihood need assessment in flood prone area, able to create business opportunity, micro-credit schemes, community-based activities, participatory processes for decision taking and implementation at the community level.
Language Requirements:
Excellent written and spoken English
