Project Title Global Fund to fight AIDS, Malaria and Tuberculosis (GFATM) Org Unit Switzerland Operations Centre Duty Station Belgrade, with some travel (around 15%) in Serbia Duration 1 year Closing Date 9 February 2011 Background UNOPS has been providing services to the Global Fund to Fight AIDS, Malaria and Tuberculosis (GFATM) since its creation. UNOPS is the designated Local Fund Agent (LFA) in 14 countries/entities worldwide, including Serbia. In Serbia, UNOPS monitors the implementation of GFATM funded grants with multiple organisations performing duties of Principal Recipients (PR). The Global Fund does not have a country-level presence outside of its offices in Geneva, but contracts for independent advice from in-country experts: Local Fund Agents (LFAs). The scope of regular services of LFA includes: A. Work performed before the Global Fund signs a Grant Agreement with a Principal Recipient including: a. Assessments of the capacities of a nominated Principal Recipient in Financial management and systems, programmatic management, Sub-recipient Management, pharmaceutical and health product management, monitoring and evaluation; and b. Assistance during The Global Fund's negotiations of a G rant Agreement with a Principal Recipient. B. Work performed periodically during program implementation to independently verify program performance and the accountable use of funds; C. Review of a Request for Continued Funding from a Country Coordinating Mechanism. The purpose of this service is to review the request of CCM for continued funding, to evaluate the performance of the PR and to provide advice to the Global Fund on the continuation of funding for a program beyond the first two years of an approved grant; D. If requested by the Global Fund provide special services to the Global Fund, such as information or data analysis, reviews, ivestigations, or other work.
IMPORTANT NOTE: UNOPS is looking for a candidate who can perform the full programmatic responsibilities of a Finance Expert as set out below AND manage the country office. All applications will be considered for this dual role, but in case a strong candidate is found on the programmatic side, that candidate will be offered the position of Programmatic Health Expert only, with the relevant responsibilities. Duties and Responsibilities Within the context of the Framework Agreement between the GF and UNOPS, and on behalf of UNOPS, The LFA Finance Expert / Country Manager is responsible for tasks outlined in Work Order signed between the GFATM and UNOPS for Serbia and guided by the relevant GFATM tools, policies and guidelines. The Finance Expert / Country Manager acts under direct supervision of UNOPS LFA Country Coordinator and under overall supervision of UNOPS Regional LFA Team Leader. The LFA Finance Expert / Country Manager is responsible for undertaking tasks outlined in the Work Order signed between the GFATM and UNOPS for Serbia and guided by the relevant GFATM tools, policies and guidelines. Under the direct supervision of the UNOPS LFA Team Leader in Serbia, the LFA Finance Expert / Country Manager serves as the focal point for UNOPS LFA work in the country. More specifically, the LFA Finance Expert / Country Manager will be responsible for the following duties: As leader of the Country Team, the LFA Finance Expert / Country Manager will: Coordination/supervisory work and represent the LFA in-country team: Plan and coordinate work of the in-country team to ensure timely delivery of LFA services to the GF; Supervise and coordinate the work of Finance Expert, M&E Expert, Finance/Admin Assistant and any other staff/ consultants engaged to support in-country team; Provide guidance and support to the LFA in-country team and other experts in Serbia; Communicate with the GF regarding the timelines, specific requirements and planning the provision of LFA services; Communicate and maintain relationship with relevant country stakeholders. PR Assessment With assistance of the LFA Team Leader, the Finance Expert/ Country Manager will develop a plan and timeframe for the focused on-site assessment; Undertake the focused on-site assessment in the functional area of Financial and Management Systems with assistance of the Team Leader/Regional Coordinator and in the area of procurement and supply management under guidance of International Procurement Expert; Assist the LFA assessment team in formulating the assessment conclusions and recommendations to the GF in the final assessment report in the area of FM&S and PMS highlighting identified strengths and weaknesses, and if relevant, identify areas for capacity building; Work together with the LFA Team Leader in making recommendations to the GF in the phase of the grant negotiations on the status of the various work plans with specific focus on the feasibility and soundness of the proposed programme budget; The LFA Finance Expert / Country Manager in cooperation with the LFA Team Leader shall work with the Principal Recipient to develop a plan for the initial and subsequent disbursements of funds and PSM plan;
Report to the Team Leader on all on-going activities and follow-ups; Manage day-to-day operational matters in accordance with the work order Verification of Implementation Performance The LFA Finance Expert / Country Manager will meet regularly with the Principal Recipient(s) (PR) and other relevant programme stakeholders to verify the correct use of GF programme funds He/She will advice and inform the LFA Team Leader regularly about any arising obstacles or problems, diversions from GF policies, and any information that is regarded relevant for the successful programme implementation Review regularly the disbursement requests and financial programme up-dates of the PR for soundness and consult with the LFA Team Leader on recommendations to the GF about further funding and procurement related matters Perform site visits to the Principal Recipients and sub-recipients and other program sites as necessary to confirm the reports of grant implementation. Perform regular inspections of the accounting/procurement books and records Review, the findings and recommendations of independent audits of the PR, and provide feedback after approval of the LFA Team Leader to the Global Fund as to the steps the Principal Recipient is undertaking to resolve any findings and/or implement recommendations which might affect its performance and/or accountability under the grants. Bring all significant performance and financial problems to the immediate attention of the LFA Team Leader Provide regular reports to the LFA Team Leader (and of necessary to the GF FPM) on procurements undertaken by the PR Perform other services as may be agreed to in the particular GF-UNOPS Work Orders for Serbia. Carry out financial management and procurement matters of UNOPS LFA office in Serbia On-site Data Verification Work together with the LFA Team Leader to prepare the workplan Prepare the site visits Carry out site-visits when financial information is to be verified and or cross-checked with programmatic data Support in preparation of the report Renewal of Phase 2 Support the Phase 2 assessment team in developing a plan and timeframe for the LFA activities within Phase 2 renewal process Coordinate, organize and undertake together with and under supervision of the LFA Team Leader, activities related to financial/procurement review and analysis of the Phase 2 assessment. Work together with the LFA Team Leader in formulating the financial/procurement reviews, conclusions and recommendations to the GF in the final Phase 2 assessment report Work together with the LFA Team Leader to make recommendations to the GF in the phase of the negotiations for Phase 2 grant renewal in relation to financial/procurement matters
UNOPS LFA office representation and management In order to ensure the appropriate working environment of the UNOPS office for performing the LFA Finance Expert/ Country Manager's work as set out in the Work Order with the GF, the LFA Finance Expert/ Country Manager will: - When required and upon request, represent UNOPS in Serbia, including at UN agency meetings, UN events and other related situations - Office management - Act as supervisor of petty cash custodian for UNOPS LFA Serbia office - Supervise all members and consultants of LFA in-country team in Serbia Note: The timeline and templates of deliverables as well as terms of reference, detailed quality requirements and scope of each service/deliverable are determined in the GF LFA Manual and other LFA related guidelines ( http://www.theglobalfund.org/en/lfa/documents ) The selected candidate will be responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS Selection Criteria Competencies: Ability to plan own work and manage conflicting priorities; Fully proficient computer skills; Commitment to producing results; Ability to act independently and proactively Strong analytical, research and organisational skills; Strong oral and written communication skills; Ability to work effectively in a team; and Non-judgmental and tolerant attitude towards vulnerable groups Demonstrated skills and sound theoretical and practical knowledge in project management; Knowledge of UN regulations, rules, policies, procedures and practices (desirable); Knowledge of GFATM principles, grant management architecture, regulations, rules, procedures including in relation to LFA model and services (desirable); Proficiency in drafting and ability to write concisely and under presure; good interpersonal and communication (spoken and written) skills; Prominent analytical, organizational and negotiation skills: Solution oriented analysis: Ability to create business relevant and creative solutions; Ability to identify alternatives or options in planning and decision making whilst weighing up the risks; Developing own and staff capability, encouraging diversity and fostering teamwork; Ability to structure and prioritize individuals' and the team's objectives again st organizational goals and GFATM requirements; Ability to conduct research and in-depth reviews/analysis on a range of relatively complex and intricate issues and translate the results and findings into practical solutions and recommendations; Keen sense of ethics and integrity in dealing with clients/partners and service providers and demostrated ability to develop and maintain effective work relationships with counterparts and clients/partners;
Education: Advanced University degree in Finance, Accounting, Economics or related discipline Advanced University degree in business administration, health economics or related disciplines for the Country Manager position Work Experience Essential: For Finance Expert position only: minimum 5 years experience in financial management, accounting, financial monitoring, auditing, and related fields; Strong knowledge and experience in public financial management and accounting For combined position Finance Expert/Country Manager: minimum 7 years of experience in leading and supervising teams and/or projects for the Country Manager position. Experience in managing health related projects an asset. Desirable: Research and data analysis experience At least 3 years experience in public procurement UN experience Valid Vehicle Driving licence B category Knowledge of health system in Serbia and familiarity with national stakeholders relevant in the field of HIV/AIDS, TB and Malaria is an asset. Languages: Proficiency in English and Serbian is required. Working knowledge of a language (e.g. Russian) widely spoken in Eastern Europe is an asset.
