(P-5) Organizational Unit: Section OB3 Division of Operations B Department of Safeguards Duty Station: Vienna, Austria Issue Date: 20 January 2012 Application Deadline: 1 March 2012 Type/Duration of Appointment: Fixed term, 3 years (subject to a probationary period of 1 year) Organizational Setting The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 170 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services. The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion. Main purpose As a manager, coordinator and a team leader reporting to the Division Director, the Section Head ensures that safeguards activities are conducted effectively and efficiently in accordance with the relevant safeguards agreements and additional protocols with States, in order to identify potential indications of nuclear material diversion or undeclared nuclear material or activities. Role The Section Head is a coordinator of the implementation of safeguards in those States under the responsibility of the Section including the drawing of safeguards conclusions at the State and facility level; a leader, supervising and motivating the staff in the Section, promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience; and a manager of the human, financial and material/equipment resources assigned to the Section. Partnerships The Section Head works in close collaboration with his management team and staff to ensure effective and efficient safeguards implementation for the States for which the Section is responsible. The Section Head works closely with the Division Director and other Sections of the Division to ensure that work methods and processes are conducted consistently and in line with established standards and practices. In cooperation with the Section for Coordination and Support, the Section Head negotiates with Member States and regional authorities and facility operators regarding safeguards implementation issues, including discussion on operational and inspection programmes. Furthermore he/she works closely with the appropriate Departments and Divisions within the IAEA in order to evaluate the safeguards relevant data available for each State and facility, specifically related to information-driven safeguards and the state evaluation process. Functions / Key Results Expected The Section Head is responsible for a broad spectrum of safeguards and non-proliferation related issues and requires a thorough understanding of the nuclear fuel cycle, safeguards technologies and policies. Subsequently, the incumbent will: Provide technical direction and leadership in the implementation of safeguards pursuant to the provisions of the safeguards agreements and additional protocols for which responsibility has been assigned to the Section in accordance with Divisional and Departmental policy and strategy. Ensure the implementation of effective safeguards verification activities for a broad range of nuclear fuel cycle facilities to meet established objectives. Guide and lead the Section's management team and staff in all matters pertaining to the information driven safeguards, state evaluation processes, drawing safeguards conclusions and negotiation and liaison related activities with Member States and ensures that the evaluations and results are documented accurately in internal State Evaluation Reports (SERs), the annual Safeguards Implementation Report (SIR), and other reports to the IAEA's Board of Governors. The quality and integrity of these reports and the information that they contain must be of the highest standard. Participate in the Division's senior management team for ensuring an optimal planning and utilization of human, financial and material/equipment resources and adherence to a high standard in quality for all tasks carried out by the Section, in compliance with the Departmental quality management system. Foster the growth and preservation of knowledge within the Section. Knowledge, Skills and Abilities Demonstrated ability to manage human, financial and material resources towards the achievement of stated objectives, to provide feedback on staff performance and to encourage staff development. Demonstrated extensive knowledge of the international safeguards system and knowledge of quality management. In-depth knowledge of the nuclear fuel cycle, thorough understanding of safeguards technologies and policies and demonstrated ability to understand diverse nuclear related activities. Demonstrated analytical skills in drawing well-balanced conclusions when dealing with complex issues and in interpreting procedures and guidelines in order to adapt them to cover appropriate situations. Demonstrated communication and interpersonal skills, and the ability to establish and maintain effective working relations with IAEA staff at all levels and with representatives of Member States and regional safeguards authorities. Demonstrated ability to work in a multicultural environment with sensitivity and respect for diversity. Education, Experience and Language Skills Advanced university degree in a relevant scientific, engineering, or nuclear discipline, supplemented by in-depth theoretical and practical training in areas relevant to safeguards, on a level comparable to a second university degree. Minimum of 10 years of combined relevant experience in the nuclear field at the national and/or international level. Experience in international safeguards - including the preparation of State/site evaluation reports or similar documents, the planning and performance of inspections, design information visits, technical visits, complementary access and data analysis and reporting the results thereof - desirable. Fluency and ability to communicate effectively in English, including drafting technical documents, is essential. Knowledge of any other IAEA official languages (Arabic, Chinese, French, Spanish, Russian) desirable depending on the region assigned. Demonstrated experience in responsible positions of a supervisory/managerial nature. Remuneration The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 629 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $42 572*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
