(G-5) Organizational Unit: Coordination and Support Section Division of Operations C Department of Safeguards Duty Station: Vienna, Austria Issue Date: 19 January 2012 Application Deadline: 15 February 2012 Type of Appointment: Either a Fixed-term or Temporary-assistance appointment may be offered (subject to a probationary period of 1 year) CCOG codes: 2.J.07 Organizational Setting The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 170 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services. The Division of Operations C is responsible for safeguards in 49 States in Central Asia, Eastern and Western Europe, many of which have advanced and complex nuclear activities. Additionally, most of these States have an additional protocol (AP) to their safeguards agreement in force. This situation results in a dynamic and challenging environment with added management complexity. The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion. Main Purpose Reporting to the Section Head, through the Senior Inspector in the Coordination and Support Section, the Safeguards Coordination Assistant provides, clarifies, and/or relays highly/politically sensitive information to Safeguards Inspectors, managing subsequent actions of coordinating meetings, issuing correspondence, and filing records. She/he provides guidance and advice on the proper use, application, and the importance of Safeguards documentation procedures and working methods. She/he also maintains files related to facilities being evaluated for SIR purposes. Working Relationships The Safeguards Coordination Assistant works closely with Safeguards Inspectors and Support Staff to compile diverse information, both narrative and technical, for various documents and reports such as the Safeguards Implementation Report (SIR). She/he further engages various external counterparts in issuing, receiving, and disseminating correspondence; assessing the level of importance and the sensitivity in which they should be handled. Functions / Key Results Expected Prepare workpackages and process Additional Protocol declarations in preparation for their review by Country Officers; ensuring accuracy and following stringent protocols. Draft and dispatch acknowledgement letters and process declarations for review ensuring appropriate security guidelines are followed. Process data and reconcile records and reports, in conjunctions with SGIM, on the transfer of nuclear material from and to States and/or subject to advance notifications in support of general accountancy managed by the Senior Inspector. Collect and edit information related to evaluation of anomalies, bringing it to the attention of the Senior Inspector. Organize meetings, record anomalies, draft reports, and track documents as needed to support the program. Compile information, such as statistical data on Additional Protocol implementation efforts, for incorporation in the Safeguards Implementation Report. Maintain the Additional Protocol and Complementary Access database, ensuring consistency and accuracy of information, which may be relayed to the Operations Section for further use. Identify and evaluate the level of importance of incoming documents/events/requests and bring to the attention of the appropriate Safeguards Inspector. Provide required support and/or backup to other Safeguards Coordination Assistants as instructed by the Section Head and/or the Senior Inspector. Knowledge, Skills and Abilities High level of understanding of the importance to maintain confidentiality and understand when caution should be exercised. Conversant with the protocols involved with handling politically sensitive documents. Familiarity with the treatment of safeguards confidential and sensitive information. Knowledge of safeguards concepts, procedures and nuclear material accountancy. Communication skills: Ability to convey verbal information effectively and to draft correspondence and correct documents in accordance with established standards and requirements. Interpersonal skills: Ability to act with tact, diplomacy, discretion and respect for confidentiality. Ability to work effectively as a team member in a multicultural environment and to establish and maintain a range of contacts and deal appropriately with counterparts. Organizing skills: Ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines, adapt to constantly changing demands and multitask. Ability to manage a heavy workload under time pressure. Computer skills: Proficiency in MS Office 2010, which is the IAEA standard (Word, Excel, Outlook, PowerPoint), and the ability to use databases. Education, Experience and Language Skills Completed secondary education. Minimum of seven years of relevant working experience, some of which in an international environment. English language test (level 2) and typing test (level 2) to IAEA standard. Language Skills: Excellent command of written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) an advantage. Remuneration The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €39 880 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
