(P-4) Organizational Unit: Research Contracts Administration Section Department of Nuclear Sciences and Applications Duty Station: Vienna, Austria Issue Date: 9 January 2012 Application Deadline: 20 February 2012 Type/Duration of Appointment: Fixed term, 3 years (subject to a probationary period of 1 year) Organizational Setting The Research Contracts Administration Section (NACA), led by its Section Head, manages the IAEA's Coordinated Research Activities (CRA). The objective of the CRA is to stimulate and coordinate the undertaking of research and development in selected nuclear fields by scientists in IAEA and FAO Member States. NACA manages all aspects of the CRA for all IAEA Major Programmes, including programmatic and financial planning and implementation relating to some 1,800 research, technical and doctoral contracts and research agreements, an average of 150 Coordinated Research Projects (CRPs) and approximately 90 Research Coordination Meetings (RCMs) per year. Main purpose As a team leader reporting directly to the Deputy Director General, the Section Head initiates, manages, coordinates and supervises all IAEA Coordinated Research Activities, as well as those related to the IAEA's Collaborating Centres. Role The Section Head is: (1) a manager and team leader, planning, initiating, coordinating, supervising and monitoring implementation of the Section's activities in accordance with Member States' needs; (2) a coordinator of all IAEA CRAs, a Euro 7 million programme comprising CRPs, research, technical and doctoral contracts and research agreements and RCMs; (3) an executive secretary for all meetings of the two Committees for Coordinated Reseach Activities (CCRA); (4) a developer of comprehensive policies and procedures for the CRA, as well as programmatic reviews, assessments and evaluations of the CRA; (5) an authorizer for obligation of CRA funds and (6) a buyer, responsible for the preparation and signature of all IAEA research, technical and doctoral contracts and research agreements, including payments under all contracts. Partnerships The Section Head engages high level counterparts in Member States' research institutes and governments to ensure effective and efficient planning of CRPs and all CRA activities. She/he also maintains close liaison with all IAEA areas involved in the CRA and interacts closely with the Deputy Directors of the Departments of Nuclear Applications and Sciences (NA), Nuclear Energy (NE) and Nuclear Safety and Security (NS) on all CRA matters. She/he meets regularly with the Deputy Directors Generals (DDsG), division directors, Section Heads and colleagues of these three departments, as well as colleagues in the Department of Technical Cooperation and Department of Management to ensure effective programme planning, utilization of resources and coordination between the Coordinated Research and Technical Cooperation activities. Functions / Key Results Expected Manage the IAEA's CRA, including programme planning, determination of resource availability and development of financial parameters within which CRA programming has to take place. Coordinate the planning of activities under the CRA, ensuring the proper financial review of all budgets under the CRA and advising on the management of its financial and programmatic status. Sign all research, technical and doctoral contracts and research agreements on behalf of the IAEA and authorize obligation of funds and certify for payments in respect of all funds awarded under the CRA. Act as the executive secretary of the two CCRAs Develop and recommend policies and procedures for the implementation of the CRA and presents them to the CCRAs for approval and critically analyze all CRA proposals. Represent the IAEA in respect of the CRA with Member State missions, governmental organizations, scientific institutes and intergovernmental organizations and advise the Director General's Office for Policy, DDsG and division directors on all matters related to the CRA, as well as coordinate these activities with those of the Technical Cooperation Programme. Analyze CRA trends, in particular as related to the IAEA's overall programme, draft the IAEA's annual information letter on the CRA to Member States, complete policy reviews, CRA Annual Reports and a wide variety of in-depth reports. Guide the CRA evaluation process and oversee the coordination of CRA management with the Departments of NA, NE, NS, Technical Cooperation and Management. Manage all aspects of the submission, review and designation of the IAEA's Collaborating Centres. Knowledge, Skills and Abilities Demonstrated managerial skills for leading a multicultural team; comprehensive experience in the management and coordination of research activities. Proven ability to build collaborative partnerships with international research institutes. Comprehensive and current knowledge of IAEA and UN System policies and procedures. Understanding of the specific needs and conditions of developing countries and proven ability in strengthening human capacity development issues in developing countries. Education, Experience and Language Skills Advanced university degree in international business administration, development economics or other relevant discipline. Minimum of seven years of relevant professional experience at the national and international level. Fluency in spoken and written English essential. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, or Spanish) desirable. Remuneration The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 395 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $38 483*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
