Applications are invited for the above Contract Agent post at the European Centre for Disease Prevention and Control (ECDC).

The Centre is located in Stockholm, Sweden. The legal base for the Centre is Regulation (EC) No 851/2004 of the European Parliament and of the Council of 21 April 2004 establishing a European Centre for Disease Prevention and Control.

General description of the tasks and role of the ECDC

The mission of the Centre is to identify, assess and communicate current and emerging threats to human health from communicable diseases. Within this broad mission statement, the main technical tasks of the Centre fall into the following four categories:

  • a. 

    Scientific opinions, bringing together technical expertise in specific fields through its various EU-wide networks and via ad hoc scientific panels;

  • b. 

    Technical assistance and communication about its activities and results, and disseminating information tailored to meet the needs of its different audiences;

  • c. 

    Epidemiological surveillance and networking of laboratories, i.e. the development of epidemiological surveillance at European level and the maintenance of networks of reference laboratories;

  • d. 

    Early Warning and Response, based on `round the clock' availability of specialists in communicable diseases.

The work in the Centre is characterised by a high level of professionalism and efficiency. The Centre consists of the Director's Office and four units; the Office of the Chief Scientist, the Surveillance and Response Support Unit, the Public Health Capacity and Communication Unit and the Resource Management and Coordination Unit. Public Health Capacity and Communication Unit (PHC)

With broad public health, communication and ICT expertise, the work of the Public Health Capacity and Communication Unit aims at strengthening European capacities, knowledge and cooperation in communicable diseases prevention and control, in a way that is complementary to the disease-specific activities of the Centre.

The work to achieve these aims is carried out by around 75 staff members located in five sections:

Public Health Development: Providing expertise and support to Member States, stakeholders and other ECDC programmes in the areas of communication knowledge, behaviour change, programme evaluation, health economy and preparedness in order to prevent and control communicable diseases. The work is based on a solid understanding of the public health structures in Europe.

Public Health Training: Strengthening public health capacities in Europe through coordinating the EPIET and EUPHEM programmes, providing short courses and programmes for training the trainers and continuous education of experts. Strengthening training networks and progressively implementing innovative methods and tools for teaching.

External Communication: Efficiently communicating ECDC scientific and technical knowledge to promote public health. Raising awareness of the impact of communicable diseases and the importance of their prevention and control.

Application Support and Development: Developing and supporting key ECDC information systems. Fostering Europe-wide cooperation in the area of public health informatics.

ICT Infrastructure: Providing ICT support services to benefit all ECDC activities. Networking on ICT issues with other EU agencies and the European Institutions.

All activities are carried out in close cooperation with other units of ECDC as well as with external partners across Europe and globally.

Description of ICT in ECDC

ECDC is heavily dependent on ICT. The ECDC web portal, extranets and intranet provide the user interface with a large number of major information systems and databases that have been developed in-house, mainly on Microsoft Office SharePoint Server (MOSS) and .NET platforms. These systems include the European Surveillance System TESSy (hosting data on all patients in Europe with notifiable communicable diseases), epidemic information system, threat tracking tool, document management system, country information system, GIS systems, and knowledge management systems etc.

Presently, two ICT sections with 23 staff members and around 25 consultants are located in the Public Health Capacity and Communication Unit. These two sections cater for the ICT needs of the unit and provide broad ICT services to the whole Centre. Extensive ICT system development is also carried out in other units, but a strategic decision has been made to centralise all ICT into the Public Health Capacity and Communication Unit in 2012.

Job description

The role of the Business analyst will be to support the IT activities and projects by analysing, documenting and proposing solutions for scientific and administrative business areas and to prepare functional specifications and to assist in the preparation of user and system test plans.

He/She will be accountable to the Application Support Group Leader within the ICT Application Section and will be working together with project managers.

He/She will be responsible in particular for the following areas of work:

  • Collecting, understanding, and analysing the business requirements for projects and products, and translating these into functional and non-functional specifications, use cases, user stories and detailed test plans;

  • Providing support for assigned products and management of change request;

  • Analysing and documenting ICT business processes and workflows;

  • Providing the link between the users, development team and IT operations regarding requirements and software functionality, throughout the development lifecycle;

  • Designing and executing the test scenarios and test scripts;

  • Regular reporting to the project managers showing progress against outstanding milestones, status, issues, risks and dependencies;

  • Contributing to the development of organisation-wide standards and templates for business analysis;

  • Assisting the section in training of business analysis skills and mentoring business analysts consultants;

  • Performing users' training;

  • Identifying business opportunities and business risks within a project.

Qualifications and experiences required

    Formal requirements

In order to be an eligible candidate the jobholder needs to meet a set of formal requirements. These requirements are:

  • Completed university studies of at least three years attested by a diploma and appropriate professional experience of at least one year ;

  • Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another language of the Communities to the extent necessary for the performance of his/her duties;

  • Nationality of one of the EU Member States or of Norway, Iceland or Liechtenstein;

  • To be entitled to his or her full rights as a citizen;

  • To have fulfilled any obligations imposed by the applicable laws on military service;

  • Meet the character requirements for the duties involved; and

  • Be physically fit to perform the duties linked to the post.

B. Selection criteria

To qualify for this post we have identified essential criteria in regard of professional experience/knowledge and personal characteristics/interpersonal skills.

Professional experience/knowledge:

  • At least three years professional experience (following the award of the diploma) acquired in positions related to the duties outlined in the job description;

  • Three years hands on experience in the last 5 years as a business analyst;

  • Extended experience in business requirements elicitation, documentation, and analysis;

  • Extended experience in process engineering and optimisation;

  • Business analyst experience covering the full software life cycle;

  • Proven ability in gathering and analysis of business requirements both functional and non-functional in a scientific or complex environment;

  • Thorough knowledge and experience in technical documentation including AS IS and TO BE application description;

  • Proven experience with logical data modelling;

  • Excellent experience with specifying and performing functional testing.

Personal characteristics/interpersonal skills:

  • Excellent communication skills in English both orally and written;

  • High level of service orientation;

  • Strong inter-personal skills and ability to work well in a team;

  • Ability to work under pressure and with tight deadlines.

  • Enthusiastic, proactive and quality minded;

  • Detailed and results oriented;

  • Excellent facilitation, critical thinking, and organisational skills.

We have also identified experiences and skills that are advantageous for this post. These are:

  • Experience working in a Agile, Lean and Scrum development environment

  • Experience developing wireframes and mock ups;

  • Familiarity with Microsoft SharePoint, CRM, AD, and TFS;

  • Designing metrics and Key Performance Indications.

Depending on the number of applications received, the selection committee may apply stricter requirements within the aforementioned selection criteria.

Appointment and conditions of employment

The jobholder will be appointed on the basis of a shortlist proposed by the Selection Committee to the Director. This vacancy notice is the basis for the establishment of the Selection Committee's proposal. Candidates may be requested to undergo written tests. Candidates should note that the proposal may be made public and that inclusion in the shortlist does not guarantee recruitment. The shortlist of candidates will be established following an open selection process.

The successful candidate will be recruited as a contract agent, pursuant to article 3a) of the new Conditions of Employment of Other Servants of the European Communities, for a period of five years. The contract may be renewed. The appointment will be in Function Group IV. Only diplomas and certificates that have been awarded in EU member states or that are the subject of equivalence certificates issued by authorities in the said Member states shall be taken into consideration.
