ORGANISATIONAL
LOCATION
In the Executive Directorate a dedicated team assists the Executive Director in general management and functioning of the
Agency, in external relations, communications and liaisons notably with the European Union Institutions and the Member States, in aviation safety analysis, in risks assessment, in internal audit and quality management, and in Human Resources.
The Safety Analysis and Research Department within the Executive Directorate conducts studies and provides reports
concerning the safety of European and world-wide aviation. It provides coordination for internal and external safety
improvement initiatives and acts as the focal point for coordination of aviation accident investigation safety recommendations.
The Safety Analysis section collects, categorises and stores data on the aviation system, accidents, incidents and
occurrences which forms the base for its studies on the safety of European and world-wide aviation. Studies are performed on
request from within the Agency, our partners or on our own initiative. To be able to perform this task, several supporting
activities are part of the section's daily work: data integration, data verification, database maintenance, occurrence coding
taxonomy development and standardisation of occurrence coding (training).
The Safety Analysis Section publishes both external reports, such as the Annual Safety Review, and internal studies. The Safety Analysis Section contributes to the European Aviation Safety Plan (EASp). The Section is a centre of excellence for the
measurement of aviation safety performance.
JOB CONTENT
The Safety Performance Expert will report to the Safety Analysis Section Manager in the Safety Analysis and Research
Department within the Executive Directorate and will lead in the safety performance tasks to provide the Agency with the information necessary to meet its safety mission.
He/she will in particular be responsible for:
Providing support to Commission, Member States and Stakeholders in enhancing the regulatory framework in the field of
safety performance, with particular reference to the need for a total system approach;
Leading and coordinating the development and implementation of performance measures to provide information on the
level of aviation safety in different sectors;
Leading, planning and briefing on technical activities in the area of safety performance, including proposing indicators,
preparing the scope, selecting working group participants, and managing the preparation of reports and documents;
Developing assessment tools and methods for use by National Aviation Authorities (NAA) and by staff in the Agency to enhance safety information;
Measuring the implementation and performance of safety systems by developing and monitoring Key Performance
Indicators (KPIs) and periodically reporting on objectives, targets and forecasts;

Directing and coordinating tasks related to the development and implementation of strategic planning and monitoring;
Implementing methods to accurately measure performance and to communicate that information so as to permit policy
makers to gauge safety trends with confidence;
Working with innovators and researchers to constantly improve the state of the art in the field of performance measurements.

A. ELIGIBILITY

1.At least a level of education which corresponds to completed university studies attested by a diploma when the
normal period of university education is four years or more and, after having obtained the university degree, at least
9 years of professional experience;

At least a level of education which corresponds to completed university studies attested by a diploma when the
normal period of university education is three years and, after having obtained the university degree, at least 10
years of professional experience;
OR
Where justified in the interests of the service, professional training of an equivalent level, in a relevant technical
domain and, after having completed the professional training, at least the professional experience indicated in the
table below:

B. SPECIFIC COMPETENCES AND SKILLS

a)Essential
University degree in the fields of Informatics, Mathematics, Statistics, Engineering or other relevant subject;
Proven relevant professional experience of at least 7 years in the field of safety management in part or in whole,
especially performance measurement;
Proven experience in the use of analysis methods and tools in the aviation safety field;
Experience in performing safety studies that reach justified conclusions and recommendations;
Professional knowledge of international aviation safety related standards, regulations and rules, European safety
policy, concepts and plans;
Ability to work independently and cope concurrently with a large number of tasks whilst working under time pressure;
Ability to investigate and reach justified conclusions to an accomplished level;
Initiative, sound judgement, enthusiasm and a willingness to travel;
Good oral and written presentation skills;
Good command of both written and spoken English.

Experience and familiarity with aircraft design and production, flight operations, aerodrome operations, ATM or
operational Safety Investigation;
Proven professional experience in integrated performance management, definition of KPIs (Key Performances
Indicators) and balanced scorecards;
Knowledge of regulations and guidance material pertaining to quality systems and safety management;
Evidence of understanding of the interactions between different objectives and how they can influence safety
outcomes;
Capacity to summarise complex situations and convey key messages to senior management;
Familiarity with databases like ECCAIRS, Geographical information systems (GIS) and the use of advanced statistical
software tools/packages;
Experience of working with the Agency´s key external stakeholders;
Practical experience working in collaboration with a diverse range of professionals in an international setting;
Experience in working in a multicultural environment;
Experience in working with/in European institutions.
