-General Approach
1.
On page 6 of document ST 17043/11 INIT:
-
-the first sentence in the third paragraph should read "AT, BG, CY, CZ, DE, DK, ES,
LU, LV, RO, SE and SK support the Presidency's ...";
-
-the first sentence in the fourth paragraph, should be amended as follows:
"..., another group of delegations (BE, EL, EE, HU, LT, SI and UK) can accept the
Presidency's proposal in a spirit of compromise."

2.On page 7, in the fourth paragraph, the first sentence should be amended as follows: "AT, CZ,
DE, DK, EE, ES, FI, HU, LU, RO, SE, and SI cannot accept this sectoral approach, ..."

3.On page 10, under C. Legal basis, the following sentence should be added at the end of the
second paragraph: MT maintains a scrutiny reservation.
