1. INLEIDING
De elektronische-communicatiesector in de EU blijft gebruikers en consumenten belangrijke voordelen verschaffen. EU-landen zijn wereldleiders bij de invoering van breedband, het mobiele internet vertoont een snelle groei, de prijzen voor de meeste diensten blijven dalen en consumenten maken steeds meer gebruik van gebundelde diensten. Hoewel niet immuun voor de huidige economische crisis, is deze sector redelijk veerkrachtig dankzij de relatief sterke kasstroom die inherent is aan de aard van basistelecommunicatiediensten, die steeds meer tegen forfaitaire tarieven worden aangeboden, en de relatief lage schuldniveaus. De inkomsten blijven toenemen en de sector blijft in reële termen sneller groeien dan de economie. Gezien de steeds meer problematische context is het echter nodig dat een regelgevingsaanpak wordt gehanteerd die voor meer voorspelbaarheid en zekerheid zorgt en gelijke concurrentievoorwaarden creëert op de interne EU-markt.
Hoewel de telecommunicatiemarkt bepaalde voordelen oplevert voor de consument, wordt het potentieel van een concurrerende telecommunicatiemarkt nog niet volledig benut doordat de regelgeving ondoelmatig en onsamenhangend wordt uitgevoerd. Zo is de aanpak die gehanteerd wordt voor de toegangsnetwerken van de volgende generatie gefragmenteerd en blijven de regelgevingsmethoden voor het bepalen van mobiele afgiftetarieven verschillen vertonen. Er is dan ook een meer samenhangende aanpak van dergelijke nieuwe maar ook bestaande regelgevingsproblemen nodig om te zorgen voor meer zekerheid en om consumenten en ondernemingen meer mogelijkheden te bieden om te profiteren van een versterkte en meer concurrerende interne markt.
