INLEIDING
Informatie- en communicatietechnologieën (ICT's) blijven een belangrijke motor van economische en sociale modernisering. Vandaag besteden de bedrijven in de EU 20% van hun investeringen aan ICT's, en neemt de sector 26% van de totale onderzoeksuitgaven voor zijn rekening. Bovendien is 60% van de basisoverheidsdiensten nu volledig online beschikbaar en gebruikt meer dan de helft van de EU-burgers regelmatig het internet.
i2010 is gericht op 1) het instellen van een Europese informatieruimte, d.w.z. een echte eenheidsmarkt voor de digitale economie om ten volle de schaalvoordelen die geboden worden door Europa's markt van 500 miljoen consumenten te benutten; 2) het stimuleren van innovatie en investeringen in ICT-onderzoek aangezien ICT's een belangrijke motor van de economie zijn; en 3) het bevorderen van inclusie, overheidsdiensten en levenskwaliteit, d.w.z. het uitbreiden van de Europese waarden van inclusie en levenskwaliteit tot de informatiemaatschappij.
