Deze aanpak heeft vruchten afgeworpen. Het is echter mogelijk nog meer voordelen te genereren met een versterkte interne markt, meer mededinging en een versoepeling van de regelgeving.
De Commissie heeft derhalve een herziene aanbeveling geformuleerd over de relevante markten en voorstellen met het oog op de wijziging van de richtlijnen die tezamen het EU-regelgevingskader vormen. Deze beogen met name de interne markt te consolideren door meer consistente nationale regelgeving; versterkte consumentenbescherming en gebruikersrechten; doelmatiger beheer en tenuitvoerlegging van het spectrum.
2. Marktontwikkelingen
De telecomsector is de belangrijkste component van de ICT-sector en vertegenwoordigt bijna 44% van de totale waarde. De groei in 2007 zal naar alle waarschijnlijkheid 1,9%[5] bedragen zodat deze sector een spil blijft vormen van de Europese economie met een bijdrage van ongeveer 12% van de groei van de arbeidsproductiviteit. De inkomsten worden geraamd op 293 miljard euro, een stijging ten opzichte van 289 miljard euro in 20064. De neerwaartse trend bij de vaste spraakdiensten zet zich, wat de inkomsten betreft, voort terwijl de sector van mobiele diensten blijft groeien en die van vaste breedbanddiensten zelfs een sterke groei vertoont.
