INLEIDING
De ontwikkeling van een innovatiegedreven economie is van cruciaal belang voor het concurrentievermogen. In de alomvattende innovatiestrategie van de Commissie werd erop gewezen dat innovatieondersteunende hulpmiddelen en instrumenten consequent en strategisch moeten worden gebruikt en dat de vraag daarbij de drijvende factor moet zijn. Ook uit het verslag over de totstandbrenging van een innovatief Europa ("Creating an Innovative Europe"), het verslag over het concurrentievermogen van de EU 2006 en het overleg met de belanghebbenden komt naar voren dat Europa gerichter moet streven naar de ontwikkeling van innovatievriendelijke markten, zodat innovaties veel gemakkelijker op de markt kunnen worden gebracht.
