1. INLEIDING
In het overkoepelend initiatief van de Commissie voor de informatiemaatschappij en de media i2010 wordt nagegaan hoe het regelgevingskader voor elektronische communicatie kan worden aangepast aan de snelle convergentie en technologische veranderingen terwijl tegelijkertijd wordt gestreefd naar mededinging, investeringen, innovatie, de interne markt en voordelen voor de consument.
Om het volledige potentieel van de interne markt te kunnen verwezenlijken moet het regelgevingskader in de EU echter op een meer samenhangende wijze worden toegepast en moet het kader worden versterkt op bijvoorbeeld het gebied van spectrumbeheer. De Commissie onderwerpt het kader momenteel aan een nieuw onderzoek en zal medio 2007 met voorstellen komen.
In deze mededeling worden de ontwikkelingen in de markt, de regelgevings- en consumentensfeer in deze sector in 2006 onderzocht en wordt een aanvulling gegeven op het Jaarverslag i2010 en het komende verslag over marktevaluaties. Uitgangspunt is een gelijktijdig goedgekeurd werkdocument van de diensten van de Commissie.
