1. Inleiding
Het aantal dodelijke verkeersslachtoffers in de EU-25 is met meer dan 17% gedaald sinds 2001, toen de Commissie haar Witboek over het Europese vervoersbeleid heeft gepubliceerd. Het Europees Actieprogramma voor verkeersveiligheid en het eSafety-initiatief hebben een belangrijke impact gehad op deze positieve ontwikkeling en zullen naar verwachting op middellange termijn verder blijven bijdragen tot de realisatie van de doelstelling om tegen 2010 het aantal dodelijke slachtoffers te halveren.
