1. ACHTERGROND EN DOEL VAN DE MEDEDELING
Op 25 mei 2005 publiceerde de Commissie een mededeling over de evaluatie van de omvang van de universele dienst , die vergezeld ging van een werkdocument van de diensten van de Commissie. Bij deze eerste periodieke evaluatie uit hoofde van artikel 15 van de Universele-dienstrichtlijn is nagegaan of het pakket van universele diensten gehandhaafd moest worden, of dat hieraan met name mobiele of breedbandcommunicatie diende te worden toegevoegd. De Commissie nodigde het publiek uit een reactie te geven op haar analyse en voorlopige conclusies, evenals op een aantal langere-termijnkwesties teneinde een toekomstgerichte beleidsdiscussie te stimuleren die als uitgangspunt zou kunnen dienen voor de algehele herziening van het regelgevingskader voor elektronische communicatie in 2006.
