1. INLEIDING
In de mededeling van de Commissie over het initiatief i2010 is nadrukkelijk gewezen op de cruciale betekenis van de informatie- en communicatietechnologie (ICT) voor de groei- en werkgelegenheidsdoelstellingen van de Lissabon-strategie. Deze doelstellingen worden geschraagd door een Europese kaderregeling voor elektronische communicatie. Die moet de marktconcurrentie stimuleren en voor investeringen en innovatie zorgen, wat zal resulteren in een ruimere keuze, een hogere kwaliteit en lagere prijzen voor de consument. De lidstaten hebben aanzienlijke vooruitgang geboekt bij de toepassing van de betrokken voorschriften. Dat neemt niet weg dat er nog steeds leemtes zijn zodat het nu in de eerste plaats zaak is de invoering van de regelgeving te voltooien.
De sector wordt al sinds jaar en dag gekenmerkt door snelle veranderingen in de technologie en op de markt. De scheidslijnen tussen inhoud, diensten en toepassingen vervagen. Tegelijkertijd worden de traditionele markten steeds volwassener en worden de spelers door de grotere concurrentie gedwongen te investeren in nieuwe technologieën voor de afgifte van innovatieve diensten die gebaseerd zijn op een convergentie van breedbandnetwerken, audiovisuele media en elektronische apparatuur, waardoor de consument profiteert van hogere datasnelheden en een betere kwaliteit.
