1. INLEIDING
Dit verslag beoordeelt de werking van Richtlijn 1999/93/EG betreffende een gemeenschappelijk kader voor elektronische handtekeningen (de richtlijn) overeenkomstig artikel 12 van de richtlijn. Het verslag is deels gebaseerd op een in 2003 afgeronde onafhankelijke studie van externe consulenten (de studie) en op de resultaten van informeel overleg met de belanghebbende partijen.
