CEPOL was later established as an Agency of the European Union by Council Regulation No. 2005/681/JHA of 20 September, 2005 (OJ L 256/63 of 1 October, 2005). CEPOL's main function is to support the training of senior police officers of the Member States by optimising cooperation between the national training institutes. CEPOL therefore shall support and develop a European approach to the main problems facing Member States in the fight against crime, crime prevention, and the maintenance of law and order and public security, in particular the cross-border dimension of those problems (Article 5 of Council Decision 2005/684/JHA). CEPOL's primary objective is to increase knowledge of the national police systems and structures of other Member States and cross-border police cooperation within the European Union; to improve knowledge of international and Union instruments in particular regarding the institutions of the European Union, Europol and Eurojust and to provide appropriate training with regard to respect for democratic safeguards, with particular reference to the rights of defence (Article 6 of Council Decision 2005/681/JHA). 1.Job Summary ICT Assistant is part of the ICT Team reporting to the ICT Officer. The successful candidate will be responsible for the Service Desk and for monitoring and maintaining the ICT infrastructure of CEPOL. 2. Key Accountabilities Provide first level helpdesk support to Agency staff and end-users (identify and resolve incidents). Maintain service desk records and provide reports to management as required. Setup and maintenance of office automation environments (installation of workstations, printers, telephones and other peripherals) Monitoring and maintenance of ICT infrastructure; Server room, software applications and network. Design, deploy and update of reference PC configurations and security patch management. Maintenance of CEPOL's Microsoft Active Directory Implement of the backup policy, disaster recovery and archiving policies and improve them. Maintain the ICT inventory. Support the logistics aspects of ICT related activities (receiving deliveries, moving of ICT assets, etc.) Design, write and deploy ICT policies, procedures and guidelines. Other functional tasks of the ICT team 3. Eligibility Criteria 3.1 A level of post- secondary education attested by diploma; OR 3.2 A level of secondary education attested to by a diploma giving access to post secondary education, and appropriate professional experience of at least (3) three years. 3.3 In addition to the above, either both case 3.1 and 3.2 above, at least (6) six years of relevant and proven professional experience gained after obtaining the diploma; 3.4 Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another language of the Communities to the extent necessary for the performance of his/her duties. In addition, in order to be eligible the candidate must: Be a national of a Member State of the European Union; Be entitled to his or her full rights as a citizen 1 ; Have fulfilled any obligations imposed by the applicable laws on military service; Meet the character requirements for the duties involved and Be physically fit to perform the duties linked to the post 2 . 4. Selection Criteria 4.1 Essential Selection Criteria Experience in administering Microsoft Windows operating systems (windows XP, 7, 2003 R2 server, 2008R2 Server) Experience in administering Microsoft Exchange server 2010 Excellent knowledge of Microsoft Office Suites (2003,2007) Proven working experience with VMware ESX 3.5 and Vsphere 4 Good working knowledge of TCP/IP networks Proven experience in the management and support of ICT infrastructure for corporate/agency environments Excellent communication skills and ability to communicate effectively in English, especially when giving support or train end-users. Working knowledge with GNU/Linux preferably with Ubuntu or Debian distributions; 4.2 Advantageous Selection Criteria Experience in administrating Microsoft Server products (SharePoint, System configuration manager, SQL, ISA, Forefront) Practical knowledge of Microsoft Scripting languages (Powershell) Working knowledge of open source software (Typo3, Moodle) Proven working experience with Symantec Backup Exec Microsoft Certification Proven working experience with Cisco routers and firewalls. Knowledge and/or ITIL certification Knowledge and/or experience with EU ICT policies, infrastructure; 1 Prior to the appointment, the successful candidate will be asked to provide a certificate from the police or other appropriate institution, to the effect of non-existing criminal record. 2 Before being engaged, a member of the temporary staff shall be medically examined by one of the institution's medical officers in order that the institution may be satisfied that he/she fulfils the requirements of Article 12 (2)(d). 5. Appointment and Conditions of Employment A contract offer will be made as a member of the contract staff of the CEPOL Secretariat in accordance with the Conditions of Employment of Other Servants of the European Communities 3 for a four year period, which may be renewed for an additional 2 years. The successful candidate will be recruited as AST 3. The estimated basic monthly salary shall be 3,333.77, dependant upon relevant experience. The correction coefficient (currently on date of publication of vacancy notice 20.30%) for the United Kingdom shall apply. The salary is free of national taxation. In addition, CEPOL will provide benefits and entitlements in line with those of European Union Civil Servants. The successful candidate shall undergo a probation period of 6 months. The successful candidate will be appointed by the Director on the basis of a list of suitable candidates proposed by the Selection Committee. Candidates should note that the proposal may be made public and that an inclusion on a reserve list does not guarantee recruitment. The established reserve list may be used for the recruitment of similar posts depending on the needs of CEPOL and will be valid for a period of 18 months following the report of the Selection Committee (the validity of the reserve list may be extended). For reasons related to CEPOL's operational requirements, the candidate may be required to be available at short notice. 6. 8. Selection Procedure Eligibility of candidates will be assessed according to compliance with all formal requirements by the closing date for the submission of applications.
