The incumbent's duties are: 1. Assist in planning, directing, administering the operation of the Housing Branch. 1
Assist in providing off-base housing referral assistance. 5. Assist in providing off-base housing inspection support to all move-ins and move outs. 6. Assist in providing off-base housing contract negotiation support. 7. Assist in providing information, liaison, and translation support between tenants, landlords, and utility companies. 8. Supervise listing of suitable, available rental properties. 9. Locate and certify as suitable, new or replacement properties. 10. Provide home security assistance. 11. Maintain liaison with local real estate and utility agencies. 12. Provide relocation assistance. 13. Maintain liaison with Host Nation and negotiate agreements. 14. Maintain, as required, liaison with national support units for coordination on personnel matters and installation activities. 15. Provide support advice (including representation and participation in committees, conferences, boards and working group meetings). 16. Provide central point of contact for troop billets. 17. Provide assistance to tenants and landlords in the case of legal action. 18. Manage SHAPE Village. ADDITIONAL DUTIES The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. The incumbent may be required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries. QUALIFICATIONS A. ESSENTIAL QUALIFICATIONS 1. Professional/Experience Experience in the provision of accommodation services. 2. Education/Training Higher secondary education and higher vocational training, with a formal technical or professional certification and 3 years function related experience, in one or more of the following: administration, legal, real estate, home construction, home systems maintenance and repair or related field or discipline. Or A secondary education and completed advanced vocational training, with a professional qualification or accreditation and 5 years function-related experience, in one or more of the 2

DESIRABLE QUALIFICATIONS 1. Professional/Experience a) Provide technical assistance to tenants to determine repairs required and responsibility. b) Able to brief the tenant and the landlord of the findings recorded and provide copies. c) Able to demonstrate and elaborate on maintenance requirements for proper use of all mechanical equipment to the new tenant so that he/she can properly use and maintain the items. d) Able to conduct in/out-inspections of quarters to determine the condition at the time and documents damages. e) Develop requirements and train other members of the staff to conduct less technical but equally important inspections. f) Act as a liaison between the tenant and the landlord for the amicable resolution of differences of opinion that may arise concerning damages, property abuse, delinquencies, violation of contracts, repairs and/or improvements not performed, etc. g) Ability and knowledge to represent SHAPE clientele in legal proceedings conducted pursuant to other job requirement. 2. Education/Training a) Professional experience or knowledge with respect to legal aspects of housing. b) Knowledgeable of the local economic factors affecting housing and housing market. c) Ability to review and conduct field investigations of proposals for leased housing for SHAPE members as to location, condition, size and cost to ensure that units selected represent the best obtainable housing at the least cost. d) Proven ability to appraise the value of the property on behalf of SHAPE tenants and negotiate market rent levels. 3. Managerial Responsibilities Also rates 1x B-4, senior rates 3 x B-3. There are first line reporting responsibilities for the following numbers of staff: 1 x OR-6; 1 x OR-4. 3. Professional Contacts - Belgian government, largely the Ministry of Finance, but others periodically. - Local court systems. - Elected and appointed officials and representatives of Mons and local towns. - All manner of personnel from SHAPE, from OR-1s to OF-10s. - Neighbours in the same range. - Contractors, builders and construction organizations. - All members of utilities, from upper management of Belgacom and Electrabel to customer service representatives. - Technicians for security, alarms, heating, water, electricity, etc. 4. Contribution to the Objectives On a daily basis, the incumbent of the post will make decisions and take actions which will impact on the housing office in the following areas: - Customer service; ensuring everyone the housing office deal with leaves as satisfied as possible. - Legal and contractual obligations; the organization prepares legal and binding documents signed by tenants and landlords. Errors here can result in the loss of money by customers, lawsuits, impossible living situations and an abhorrent quality of life. - Obligation and commitment of money by customers; by landlords for maintenance to properties, and by tenants to pay landlords, with similar painful results from errors. - The incumbent of the post must try to get the best value for the money applied, both for the landlord and the tenant. This can range from no-upper-limit cost and quality to minimum allowable standards of living. - During out-inspections, the incumbent of the post must ensure customers are not overcharging or being overcharged and fair damage settlements are applied, if needed. - Protection of customers from legal liabilities. - Errors by the housing office in anything the personnel does can result in long, costly court battles with customers losing and spending unaffordable amounts of money, potential prison time, loss of credibility of the housing office and SHAPE with the local community, loss of landlords interested in renting to SHAPE, and eventually unaffordable or unavailable housing for SHAPE members. 4
NOTE: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered an initial contract of one year normally followed by an indefinite duration contract. 5
