Function

The Directorate General Payments and Market Infrastructure (DG/P) is responsible for all payment, clearing and securities settlement systems-related issues at the European Central Bank (ECB). These comprise: (i) the oversight of payment and settlement systems; (ii) the management of the TARGET2 system and the CCBM 2 project; and (iii) the handling of market integration policy issues concerning retail payments and the clearing and settlement of payments and securities.

Within DG/P, the Market Integration Division is responsible for preparing the Eurosystem’s market integration policy stance on retail payments (i.e. SEPA) and on clearing and settlement of payments and securities. This includes, in particular:

(i) analysing market and political developments with a clear focus on European integration;

(ii) coordinating the Eurosystem’s policy stance within the Eurosystem and in relation to other EU and non-EU central banks and the European Commission;

(iii) acting in its catalyst role as the interlocutor with the European banks, infrastructures and other post-trade market participants.

The Market Infrastructure Expert will contribute, together with other members of the team, to defining the policies of the Division, in particular on the integration of securities infrastructures in Europe, and will also contribute to the preparation of the various internal and external meetings in which the Division is involved.

The holder of this position is expected to be available for business trips as work requires.

Qualifications and experience

The successful candidate must have the following knowledge and competencies:

  • Advanced university degree in a relevant subject, e.g. economics, law, engineering, computer sciences or business administration, or a proven ability to perform the tasks required by the position.
  • Sound experience in a central bank environment and/or in clearing and settlement within the securities industry.
  • A thorough understanding of the industrial organisation aspects of the European trade and post-trade market will be an advantage.
  • Proven experience in drafting articles and policy papers for decision-making bodies.
  • Excellent communication skills and a proven ability to present complex issues (in oral and written form) in a clear and concise manner in internal and external fora.
  • Fluent command of English with proven drafting ability.
  • Good command of at least one other official language of the EU is also required.
  • Working knowledge of MS Office, in particular Word, Excel, PowerPoint and Access.
