DUTIES AND RESPONSIBILITIES

Under the supervision of the Head of Operations of the Victims and Witnesses Section (VWS) within the Division of Court Services the incumbent:

  • 1. 
    coordinates all VWS operational activities in his/her designated areas of operations,;
  • 2. 
    acts as a field resource for the VWS in establishing witness field operations, deploying to Field Offices and new mission areas for short or long-term missions as required;
  • 3. 
    liaises between VWS and field based staff in Security and Safety Section and Field Operations Section as well as with local authorities in areas of operations as required;
  • 4. 
    develops knowledge of and links to local communities, follows socio-political situation in the area of operations and ensures that VWS operations are conducted in accordance with security and other relevant rules and regulations and reports to the Head of Operations as required;
  • 5. 
    assists in the planning and preparation of trial operations and conducts operations, witness security and logistics functions under the guidance of the Head of Operations, in consultation with relevant VWS staff in field and headquarters;
  • 6. 
    develops standard operational procedures for witness movements and trains field staff on appropriate procedures;
  • 7. 
    scrutinizes the individual security requirements of witnesses appearing before the Court who are not in the Court’s protection programme and makes determinations about whether added security is required in the transportation of witnesses, in consultation with the Field Witness Officer and the Protection Officer;
  • 8. 
    drafts and contributes to the preparation of security assessments, including security questionnaires and post testimony risk assessments of witnesses not participating in the Court’s protection programme;
  • 9. 
    assists with the development of Initial Response Systems and other local protection and security arrangements for victims and witnesses in the field;
  • 10. 
    liaises with police and immigration authorities in countries of transit to ensure the secure and uninterrupted travel of witnesses for trial; escorts witnesses appearing before the Court if required;
  • 11. 
    in conjunction with the Field Witness Officers and Support Officers ensures that both physical and psychological needs of witnesses are taken into account and appropriately planned for, maintaining the dignity and wellbeing of the victims and witnesses, and taking into account specific needs of victims of sexual violence, children, elderly and disabled;
  • 12. 
    maintains personal knowledge of the conditions and infrastructure pertaining to the area of operations. Maintains personal threat awareness based on a proactive attitude to finding information. When conducting mission planning takes into account relevant security concerns, identifies relevant security and infrastructure information and disseminates them to other members of the Section as required;
  • 13. 
    identifies procurement needs and follows up with Field Operations Section and Information Communication and Technology Section; assists in management, administration and reporting of field operations as required;
  • 14. 
    conducts other duties as instructed.

QUALIFICATIONS AND EXPERIENCE

  • Completion of higher secondary education;
  • At least 8 years of operational/logistical experience preferably in field and security operations, including knowledge of witness handling and assessment of risk and threat;
  • Experience in performing close personal protection;
  • Proven ability to create and maintain contact and cooperation with interlocutors both in headquarters and in the field and to work under pressure;
  • Ability to work independently and with minimal supervision in demanding field conditions;
  • Excellent intercultural communication skills;
  • Knowledge of relevant computer software;
  • Must be able to work flexible hours;
  • Ability to deal effectively with witnesses in stressful situations, particularly those who have suffered trauma;
  • Absolute integrity, tact, sensitivity, loyalty, discretion and good judgment, including particular sensitivity to the needs of victims of sexual violence, children, the elderly and the disabled.
  • International experience in conflict and post-conflict areas and/or experience from international tribunals highly desirable.
  • Initial appointment in The Hague with rotation and deployments to the field if required.

KNOWLEDGE OF LANGUAGES

Fluency in either of the working languages of the Court, English or French, is essential.

Working knowledge of the other is desirable. Knowledge of another official language of the Court would be considered an asset. (Arabic, Chinese, Russian, Spanish)

Note: The successful applicant must enter into a confidentiality agreement with the Victims and Witnesses Unit.

The Court reserves the right not to make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description.
