1 1. BACKGROUND Applications are invited for this position at the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (Frontex), established under the Council Regulation (EC) No 2007/2004 of 26 October 2004. 2 Frontex is located in Warsaw, Poland and its main tasks are the following: a) coordinate operational cooperation between Member States in the field of management of external borders; b) assist Member States in the training of national border guards, including the establishment of common training standards; c) carry out risk analyses; d) follow up the development of research relevant for the control and surveillance of external borders; e) assist Member States in circumstances requiring increased technical and operational assistance at external borders; f) provide Member States with the necessary support in organizing joint return operations. 2. THE ADMINISTRATIVE SERVICES UNIT The general mission of the Administrative Services Unit is to give all necessary support and assistance to operational units and other units of the Agency to allow them the smoothest and uninterrupted functioning. The Administrative Services Unit functions include Human Resources Management, Information and Communication Technologies Management, Agency Services and Security. The ICT Sector in the Administrative Unit is organized in the following two Offices: ICT Operations Office (OPO) ICT Projects and Contracts Office (PCO) Each Office covers a specified ICT domain and - in a harmonized collaboration with the remaining Office - participates in the achievement of the Business Goals of ICT. The OPO includes ICT Service Delivery, ICT Management of Security and Continuity, ICT Service Support for Users, Management of Data and Operational Facilities and is responsible for all non-project related, ICT engineering related work in the ICT Sector, including the design, implementation, operation, maintenance and improvement of Frontex's ICT infrastructure (both, secure and non-secure), software, web based applications, databases, intranets, extranets and portals, overall architecture and platforms, for constantly reaching the SLA/OLA targets while ensuring that policies are in coherence with Frontex's programme of work and its priorities. Tasks of the ICT (Information and Communication Technology) Sector include the following: Planning of the development of IT infrastructure and services in view of meeting Frontex needs in the field of ICT, Ensuring the operation of the existing ICT infrastructure and services, including monitoring and administration of ICT systems, Maintaining the security of Frontex ICT systems in cooperation with the Security Officer and Agency Services. 3. TASKS AND RESPONSIBILITIES Reporting to the ICT Operations Manager, in the ICT Operations Office the Senior Applications and Database Expert (Microsoft) will be responsible for: Deploying, implementing and supporting Data Warehousing and Data Mining architectures; Managing Microsoft SharePoint farm installation and contained applications; Managing SQL Server 2005 and collaborating closely with the Backup Operator to define the Backup and Restore strategy of all applications and databases; Acting as primary applications and databases administrator for Microsoft Client/Server applications, Microsoft Web Applications and SQL Server databases; Installing, configuring and managing ASP .NET Web Applications; Rondo ONZ1, 00-124 Warsaw, Poland Telephone +48 22 544 95 00 Fax +48 22 544 95 01
Support existing applications and databases by providing 2nd/3rd level support, troubleshooting and corrective maintenance; Elaborating and discuss different options for Microsoft based applications and database; Contributing to systems related budget forecasting and justification; Performing other tasks as required. 4. QUALIFICATIONS AND EXPERIENCE REQUIRED a. Eligibility criteria: To be eligible, a candidate must: have a level of education that corresponds to completed university studies attested by a diploma, when the normal period of university education is four years or more, or; have a level of education which corresponds to completed university studies attested by a diploma followed by at least one year full-time professional experience, when the normal period of university education is at least three years, or; where no such diploma has been awarded and it is justified in the interest of the Agency, have a certified professional training of an equivalent level as an alternative; in addition to above, have at least 9 years of professional experience; PLEASE NOTE ANY GIVEN PERIOD MAY BE COUNTED ONLY ONCE (in order to be calculated as eligible, years of studies or professional experience to be taken into account shall not overlap with other periods of studies or professional experience)! produce evidence of thorough knowledge of one of the languages of the Community and of satisfactory knowledge of another language of Community to the extent necessary for the performance of his/her duties; be a citizen of one of the Member States of the European Union or the Schengen Associated Countries; enjoy full rights as a citizen; have fulfilled any obligations imposed on them by the laws of their home country concerning military service; be physically fit to perform their duties 3 ; For reasons related to the Frontex working requirements, be available at short notice for the job. 3 Before the appointment, the successful candidate shall be medically examined by a selected medical service in order that Frontex may be satisfied that he/she fulfils the requirement of Article 28(e) of the Staff Regulation of Officials of the European Communities Rondo ONZ1, 00-124 Warsaw, Poland Telephone +48 22 544 95 00 Fax +48 22 544 95 01
b. Selection criteria (1) Professional competencies The candidate will be required to demonstrate that he/she has: Sound knowledge of Microsoft Technologies and Products; Sound experience in managing complex architectures using Microsoft applications and databases; Sound experience in managing Microsoft Client/Server applications, Microsoft Web Applications and SQL Server databases; Experience in managing production databases to ensure high-availability support for business continuity; Experience in monitoring and managing applications and databases in order to ensure a good performance of ICT services; Good knowledge of Applications and Systems Security; Experience with service oriented architectures (SOA); Good knowledge and understanding of Microsoft Operations Framework; Knowledge of ITIL; Excellent command of English. Besides the following attributes would be an asset: Relevant Microsoft certification (i.e. MCDBA) Experience in managing Oracle Database Management and/or Oracle ECM/UCM Systems, Administration of applications running on J2EE based application servers Experience in operating the SAP applications environment (2) Personal attributes Attributes especially important to this post include: excellent time management, organization and co-ordination skills, ability to make sound decisions, prioritize and work to deadlines under minimal supervision on multiple tasks; strong sense of initiative and responsibility; ability to work under pressure and respond to changes in a rapidly evolving work environment; excellent communication and interpersonal skills; ability to cooperate smoothly in a multicultural environment; that the candidate meets the character requirements for the duties involved. 5. INDEPENDENCE AND DECLARATION OF INTEREST The Senior Applications and Database Expert (Microsoft) in the ICT Sector in the Administrative Services Unit will be required to make a declaration of commitment to act independently in the Agency's interest and to make a declaration in relation to interests that might be considered prejudicial to his/her independence. SELECTION PROCEDURE The selection procedure includes the following steps: after registration, each application is checked in order to verify whether it meets the eligibility criteria; all the eligible applications are evaluated by the Selection Committee based on the selection criteria defined in the vacancy notice; the best-qualified candidates, who obtained the highest number of points within the evaluation, are short-listed for an interview; the interview will be held in English; during the interviews session, the Selection Committee examines the profiles of candidates and assess their relevancy for the post in question. 8. APPOINTMENT AND CONDITIONS OF EMPLOYMENT The Relex Officer will be appointed by the Executive Director, upon recommendation of the Selection Committee, following the selection procedure. The successful candidate will be offered a job on condition that the budgetary authority approves the relevant staff plan. Successful candidate will be recruited as a Temporary Agent pursuant to article 2 of the Conditions of Employment of Other Servants of the European Communities (CEOS). The Temporary Agent post in question will be placed in group AD8. The pay of staff members consists of a basic salary in EUR weighted by the correction coefficient (for Poland 72.2% in 2010) and paid in PLN according to the fixed exchange rate (4.496 in 2010). Staff pays a Community tax at sources and deductions are also made for medical insurance, pension and unemployment insurance. Salaries are exempt from national taxes. The contract may be renewed. The successful candidate must hold a valid security clearance at SECRET level or must be eligible to obtain such a clearance.
