for the development of all aspects of NATO's European Security and Defence Identity (ESDI) and SHAPE-EU relations. REPORTS TO Director (Strategic Policy), OSC AXX 0010. PRINCIPAL DUTIES The incumbent's duties are: - Responsible for development of all aspects of ESDI and SHAPE EU relations, with specific focus on the formulation of high-level policy issues. - Co-ordinates with the IMS Plans and Policy Division on present and future SHAPE relationships with the EU Political and Security Committee, EU Military Committee and EU Military Staff. - Prepares point papers and speeches. - Prepares and participates in briefings to the EU military institutions and meetings of the Western European Union (WEU) Assembly (or successor), and represents SHAPE at their discussions relevant to SHAPE. 1
Military Committee (MC) papers dealing with politico-military affairs. - Maintains regular liaison with the International Staff (IS) Political Affairs and Security Policy Division, and Defence Policy and Planning Division. - Frequent contact with the office of DSACEUR and with the Political Advisor (POLAD) to SACEUR. - Close liaison with the EU Cell at SHAPE and, when formed, the EU Staff Group of the EU Operation HQ at SHAPE. - Represents SHAPE at EU meetings dealing with the development and refinement of EU HQ policy and procedure. - Represents SHAPE, as required, at politico-military and international study centre conferences and seminars. - Participates in panel discussions and question and answer sessions with a variety of groups of political, military and media visitors to SHAPE, sponsored by Protocol and PAO. NATO committee responsibilities: Military Committee Working Group in ESDI format (MCWG(ESDI)) - Member/Representative Policy Coordination Group in ESDI format (PCG/ESDI) - Member/Representative ADDITIONAL DUTIES The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. The incumbent may be required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries. QUALIFICATIONS A. ESSENTIAL QUALIFICATIONS 1. Professional/Experience - Previous Staff experience at large HQ, Joint Command, NATO HQ or MOD is required. - Thorough experience of NATO policy making and development, and a proven ability to think laterally and engage effectively with those at the same and senior levels. - Ability to communicate effectively and skilfully in the English language. - Experience in formulation of high-level policy, drafting of command positions, and significant discussions at senior committee level which result in agreement of major policy issues. - Ability to work in French, as post encompasses relations with the EU and translation is not provided at ESDI-related meetings at the EU. 2. Education/Training University Degree and 6 years post related experience or a Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 8 years post related experience. 3. DESIRABLE QUALIFICATIONS 1. Professional/Experience Previous military staff experience at large HQ, Joint Command, NATO HQ or MOD. 2. Education/Training Advanced university degree with a broad background in international affairs or related field. 10 years post-related and 4 years function-related experience. Graduate of national Staff College or Higher Defence College, or NATO Defence College, Joint Service Staff College or civilian equivalent. Course: N-5-31 NATO Senior Officer Policy Course (NS) - NATO School Oberammergau (DEU) 3. Language N/A C. CIVILIAN POSTS 1. Personal Attributes This civilian must be experienced in international and especially in politico-military affairs. Must possess good interpersonal and communication skills together with an abundance of tact and diplomacy. Must be mentally alert and an accomplished negotiator capable of working alone in higher level NATO and European Union (EU) committees. Therefore, requires ability to act on own initiative and propose solutions to unexpected problems without necessarily having immediate recourse to higher authority. Requires little or no supervision in performance of routine duties. Must be capable of translating general guidance into detailed, workable proposals. Frequent requirement for original thought. Must be convincing in oral and written work. Other attributes are flexibility and the ability to work long hours under pressure. 2. Managerial Responsibilities There are no first line reporting responsibilities. 3. Professional Contacts Often involved in significant discussions at senior committee level with representatives of NATO nations or other NATO bodies on behalf of SHAPE, which result in the formulation and agreement of major policy issues in the field of the European Security and Defence Identity (ESDI) and NATO-EU relations. Daily contacts with members of NATO HQ (IS and IMS), the EU and NATO nations and internal contacts with SHAPE Divisions at the same and higher levels. 3

REMARKS N/A NOTES: - Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR).
