Duties and Responsibilities

The International Criminal Court (ICC), headquartered in The Hague, is the first permanent, treaty-based, international criminal court established to help end impunity for the perpetrators of the most serious crimes of concern to the international community. The Court is composed of four organs: the Presidency, the Chambers, the Office of the Prosecutor and the Registry.

The Addis Ababa Liaison Office provides support to the Court and the Assembly of States Parties (“the Assembly”) through facilitating interaction between the Court or the Assembly and the African Union and government representatives to the African Union. Under the supervision of the Presidency and in consultation with the other organs of the Court and, as appropriate, the Assembly, the incumbent will perform the following duties entrusted by the Court and the Assembly:

I. ICC support

  • Arrange meetings and provide support for Court and Assembly Officials visiting the African Union and Addis Ababa
  • Manage the Addis Ababa Liaison Office

II. African Union liaison

  • Arrange for the collection, analysis and appropriate distribution to the Court and the Assembly of relevant information relating to events and developments at the African Union.
  • Inform on the African Union’s position concerning issues relevant to the Court and the Assembly in the context of on-going discussions and developments at the African Union.
  • Act as a point of contact and channel of communication between the Court, the African Union Commission and its various organs and offices, without prejudice to any other existing channels of communication and, as appropriate, between the Assembly and the African Union.
  • Establish formal contacts and informal networks to enable the Court and the Assembly to keep abreast of developments at the African Union.
  • Represent the Court in relevant meetings of the AU

III. Other liaison functions

  • Act as the contact point between the Court and the United Nations (UNECA) in Addis Ababa
  • Maintain close contact with UNECA officials, and report on significant UNECA developments
  • Maintain strong relationships with other multilateral institutions based in Addis Ababa
  • Represent the Court in relevant meetings of the ECA and other multilateral institutions In Addis Ababa

Liaison with states

  • Maintain close liaison with States Parties representatives in Addis Ababa
  • Foster the development of the Friends of the ICC group and attend its meetings
  • Promote implementation of the Rome Statute, the Agreement on Privileges and Immunities of the Court and support for the Court amongst States in Addis Ababa

IV. Other

  • Maintain contact with NGOs based in Addis Ababa, and participate in Court related meetings organised by civil society.
  • Raise awareness and disseminate information in order to raise the visibility of the Court and the Assembly, using products and materials produced at Headquarters
  • Develop and maintain working relationships with African and international media based in Addis Ababa, in particular journalists covering the AU; and in close consultation with headquarters, relay accurate information about the Court in general.

Qualifications and Experience

  • Advanced university degree in Law is required. Additional qualifications in international relations would be desirable. At least 15 years of relevant experience within an international environment (17 years with a first level degree).
  • In-depth knowledge of the International Criminal Court mandate and activities as a whole.
  • In-depth knowledge of African politics, the African Union and related institutions.
  • Experience of working with or within the African Union and motivation to build upon and strengthen networks of communication.
  • Proven experience in liaising with representatives of States, international organizations and non-governmental organizations is highly desirable.

Languages

  • Proficiency in one of the working languages of the Court - English or French - is required. Working knowledge of the other working language is highly desirable. Knowledge of Arabic would be considered an asset.
