Gezien het advies van het Comité van de regio's,
Overwegende dat in artikel 130 A van het Verdrag wordt bepaald, dat de Gemeenschap zich met het oog op de versterking van de economische en sociale samenhang ten doel stelt de verschillen tussen de ontwikkelingsniveaus van de onderscheiden regio's en de achterstand van de minst begunstigde regio's, met inbegrip van de plattelandsgebieden, te verkleinen, en dat in artikel 130 B wordt bepaald, dat de verwezenlijking van dat doel wordt ondersteund door het optreden van de Gemeenschap via de Structuurfondsen, de Europese Investeringsbank (EIB) en de andere bestaande financieringsinstrumenten;
Overwegende dat Verordening (EEG) nr. 2052/88 van de Raad van 24 juni 1988 betreffende de taken van de Fondsen met structurele strekking, hun doeltreffendheid alsmede de coördinatie van hun bijstandsverlening onderling en met die van de Europese Investeringsbank en de andere bestaande financieringsinstrumenten (1), laatstelijk gewijzigd bij Verordening (EG) nr. 3193/94 (2), krachtens artikel 19 ervan tegen uiterlijk 31 december 1999 door de Raad, op voorstel van de Commissie, aan een heronderzoek moet worden onderworpen; dat het met het oog op een grotere doorzichtigheid van de Gemeenschapswetgeving wenselijk is, dat de bepalingen inzake de Structuurfondsen in één verordening worden samengebracht en dat Verordening (EEG) nr. 2052/88 en Verordening (EEG) nr. 4253/88 van de Raad van 19 december 1988 tot vaststelling van toepassingsbepalingen van Verordening (EEG) nr. 2052/88 met betrekking tot de coördinatie van de bijstandsverlening uit de onderscheiden Structuurfondsen enerzijds en van die bijstandsverlening met die van de Europese Investeringsbank en de andere bestaande financieringsinstrumenten anderzijds (3), laatstelijk gewijzigd bij Verordening (EG) nr. 3193/94, bijgevolg moeten worden ingetrokken;

Deze Verordening is gebaseerd op EG-Verdrag artikel 161. Artikel 161 maakt onderdeel uit van het hoofdstuk 'Economische en sociale samenhang' van het EG-Verdrag. Het heeft betrekking op vaststelling van de taken, de prioritaire doelstellingen en de organisatie van de Structuurfondsen alsook van de algemene regels die voor deze fondsen gelden, naast bepalingen die nodig zijn voor de doeltreffende werking van de fondsen en de coördinatie tussen de fondsen onderling en met de andere bestaande financieringsinstrumenten.
