The sole purpose of this note is to take a decision on consultation of another institution or body,
without commenting on the substance of the proposal.

1.When submitting the above proposal to the Council, the Commission suggested consulting the European Economic and Social Committee. In the proposal proper, at the end of the recitals,
the Commission also refers to consultation of the Committee of the Regions.

2.The European Economic and Social Committee was consulted on the text superseded by this proposal, before that was adopted. For the sake of consistency, it therefore seems advisable
also to consult the Committee on the above proposal.

3.The proposal lays down a number of new animal welfare requirements for slaughterhouses, drawing on principles established under the hygiene package: holding operators responsible
and introducing self-regulatory welfare compliance procedures at some stages. It also
requires animal welfare information to be taken into account in the slaughterhouse approval
procedure. As in the case of the hygiene package, then, it seems appropriate that the
Committee of the Regions too should be consulted on the proposal.

4.Coreper is therefore asked to decide, in accordance with Articles 262 and 265 of the Treaty establishing the European Community and Article 19(7)(h) of the Council's Rules of

Procedure , to ask the European Economic and Social Committee and the Committee of the Regions to issue opinions on this proposal at the earliest opportunity.
