In general, delegations welcomed the initiative of the Commission and supported the overall approach. Almost all of them indicated they were very content with the proposed solution for the respective issues. However, some issues still need to be carefully examined and clarified further, in particular on the following points: MS/re 1 DG B II LIMITE EN
mandatory percentage declaration. Several delegations questioned the limitation on the right of the disclosure of further compositional data which is justified by the protection of the intellectual property right of the manufacturer. - Several delegations called for more clarifications on the Community Catalogue for feed materials and the Codes of good labelling practice. - Two delegations (UK, NL) required further information on penalties applicable to infringements of the provision of the new Regulation. - Some delegations noted that provisions for transitional measures need to be clearer. - Several delegations insisted on the importance on having very precise definitions, in particular "non food producing animals (FI), "feed materials" (DE) and "feedingtuff producers and sellers" (AT). - On the labelling of feed additives in compound feed some delegations expressed the view that all additives should be labelled whereas other delegations pleaded for a more restrictive approach. Two delegations (SE and SK) considered that water should be considered as a feed additive. - For two delegations (DE, DK) the link to Feed Hygiene Regulation has to be clarified, DK suggesting that the present proposal could be used as a tool to change this Regulation. - Three delegations (NL, FR, BE) were of the opinion that the provision on the claims should be developed further in order to avoid too divergent interpretations amongst Member States. additives and veterinary drugs (SE), status of premixtures and complementary feed (BE), additional labelling requirements for pet food (LV) and the compatibility on one hand between the requirements concerning feed, and on the other hand protection of the environment and animal welfare (DE). In concluding this first general exchange of view, the Presidency thanked the delegations for their contributions and invited them to provide for written comments and suggestions by the end of May, with a view to preparing a better discussion on the technical details. The Presidency also announced that the next meeting was provisionally scheduled for 9 and 10 June 2008 with a view to submitting a progress report for the June Agriculture Council. ____________________ MS/re 3 DG B II LIMITE EN
