    On 23 March 2006, the Commission sent the above proposal , based on Article 285(1) of the TEC, to the Council.

    The European Economic and Social Committee delivered its opinion on 13 September 2006 .
  • 3. 
    In accordance with the joint declaration on practical arrangements for the codecision 3

procedure , informal talks were held between the Council, the European Parliament and the Commission with a view to reaching agreement at first reading.

    The European Parliament delivered its opinion at first reading on 26 April 2007, adopting a package of amendments to the Commission proposal. The outcome of voting in the

European Parliament reflects the compromise agreement reached between the institutions and

should thus be acceptable to the Council .

  • 5. 
    The Permanent Representatives Committee is therefore invited to confirm its agreement and to suggest that the Council adopt the Regulation as set out in PE-CONS 3615/07 as an

"A" item on the agenda at a forthcoming meeting.

After being signed by the President of the European Parliament, the President of the Council

and the Secretaries-General of the two institutions, the legislative act will be published in the

Official Journal of the European Union.
