I. Introduction

  • 1. 
    On 15 January 2006 the Working Party on Competitiveness and Growth addressed Better Regulation issues as a follow-up to the Competitiveness Council meeting on 4

December 2006, with special emphasis on simplification.

II. Simplification: state of play

    The table in the Annex, which was distributed at the abovementioned meeting of the Working Party, describes the state of play of simplification dossiers in the Council, as of

12 January 2007 .

  • 3. 
    Delegations welcomed the Presidency's efforts to increase the visibility of simplification proposals in the Council.
  • 4. 
    Despite important achievements on a number of dossiers, delegations stressed that more needed to be done to ensure that simplification proposals were taken forward as a

priority. Delegations highlighted a number of proposals, currently pending before the

Council and the European Parliament, which in their views deserved particular attention

because of their potential impact on competitiveness.

  • 5. 
    Delegations also welcomed the Commission's update of the Rolling Simplification Programme (doc. 15510/06 ADD 1, Annex I) and its integration into the annual Work

Programme. Some delegations also felt that priority should be given to certain

proposals, although some doubts were expressed about the real simplification impact of

certain proposals.

Proposals n. 25 to 28 are codification proposals included in the 2006-2009 Simplification Rolling Programme, initially established by the Commission communication on simplification COM (2005) 535, where codification was considered one type of simplification action together with recast, repeal, revision and reduction of administrative costs. In the new Better Regulation package adopted by the Commission in November 2006 a separate Rolling Programme has been set up for new codification proposals (cf. doc. 15510/05 ADD 1, Annex 2), while "old" codification proposals still appear in the new version of the Simplification Rolling Programme (cf. doc. 15510/05 ADD 1, Annex 1).

Codification is the process that brings together the provisions of existing acts with all their subsequent amendments in one law, thereby contributing to a reduction in the volume of EU legislation and making it more transparent, readable and clear.

III. Further steps

    The Working Party will update the Committee regularly on progress on simplification proposals, by means of surveys produced by the Council Secretariat on the basis of

information submitted by the Commission and the chairpersons of the involved working

parties.

  • 7. 
    The Committee of Permanent Representatives is invited to take note of the information provided in this note and to ask the Commission to regularly update

the preparatory bodies of the Council on progress of the rolling simplification

programme.
