    On the 15 of July the Commission submitted to the Council a proposal for a decision of the European Parliament and of the Council creating the "YOUTH IN ACTION" programme

for the period 2007-2013. This followed on from the Commission's communication of 9

March 2004 on "Making Citizenship work" in which it had outlined, in the context of the

broader concept of citizenship, the elements of a new programme in the field of youth. At

the Council (Education, Culture and Youth) the 28 of May Ministers responsible for youth affairs had an exchange of views on the basis of that communication.

    The proposal "Youth in Action" is based on Article 149(4) TEC. It is significant that a

specific Community instrument will continue to be devoted to action at European level in

the youth field, which responds both to the clear message from the Commission's public

consultation and the opinion expressed by ministers, most recently on 28 May. In general

the proposed programme reflects the structure of the current programme, while at the same

time introducing innovations drawing on experience with the open method of co-ordination

and incorporating the provisions of the current action plan to promote bodies active in the

field of youth (2004-2006). A budget of EUR 915 million has been proposed, but it has been

decided that questions linked to the budget should not be addressed in this stage in view of

the ongoing discussions on the future Financial Perspectives of the EU.

    Pending the opinion of the European Parliament , of the European Economic and Social Committee and the Committee of the Regions, the Youth Working Party undertook a

preliminary examination of the draft decision (articles and annex) over several meetings in

the course of September and October. This exchange of views has indicated that a general

convergence may emerge later on the majority of the content of the draft decision.

    Considering the importance of the opinion of young people on Youth in Action the outcome

of the Presidency's Youth Event in Rotterdam (27-29 of November 2004) will be taken into

account in the process leading to an agreement on Youth in Action.

  • 5. 
    It is apparent that there are some differences between delegations concerning certain specific

and technical aspects of the future programme which need to be examined in greater depth.

At this stage, the examination of the proposal is ongoing in the Youth Working Party.

Nonetheless, an exchange of views at Ministerial level would be useful regarding certain

underlying aspects of the proposal. In this context the Presidency suggests a number of

questions for discussion in the Council during its meeting of 15 November aiming to give a

preliminary orientation to the further work of the Youth Working Party.

On 26 September, the European Parliament's Culture Committee designated Ms Lissy Gröner as rapporteur. This Committee has now begun its preliminary examination of the Commission's proposal.

QUESTIONS FOR DISCUSSION:

Success of the programme

  • 1. 
    At what point would you consider Youth in Action in 2013 a success? For example:
  • When a certain percentage of young people in the member states participate in Youth in

Action?

  • If a certain percentage of young people with less opportunities participate in Youth in Action?
  • Or when an increase of the visibility of the youth programme has been established?

Youth age range

  • 2. 
    Considering the age limits in the current programme (15-25 years), what would be an appropriate

age (<15 years) to be able to start with preparatory activities for the programme and what would

be an appropriate age (>25 years) to make follow-up activities to the programme possible?

Accessibility of the programme

  • 3. 
    How can young people who have less opportunities be stimulated to participate more actively in

the various actions of the new Youth Programme and how can we identify and remove obstacles

that prevent them from making optimal use of the programme? What can we do to make the

programme more easily accessible for these young people?

The Presidency stresses that these questions are proposed in order facilitate the debate of the

Council. Ministers are however free to address other topics, if they so wish.
