SAMENVATTING
In samenwerking met de lidstaten presenteert de Commissie dit jaarverslag over de bescherming van de financiële belangen van de EU op grond van artikel 325 van het Verdrag betreffende de werking van de Europese Unie.
Dit verslag is bedoeld om vast te stellen in hoeverre EU-fondsen het risico lopen te worden misbruikt door middel van onregelmatigheden (met inbegrip van fraude) en toe te lichten wat er wordt gedaan om het probleem aan te pakken. Het heeft betrekking op zowel de uitgaven als de inkomsten van de Europese begroting.
Recente initiatieven ter bescherming van de financiële belangen van de EU
De Commissie heeft de laatste tijd een aantal initiatieven genomen tot verbetering van het wettelijk en administratief kader voor de bescherming van de financiële belangen van de EU:
- een gewijzigd voorstel voor een hervorming van het Europees Bureau voor fraudebestrijding (OLAF);
- de fraudebestrijdingsstrategie van de Commissie (CAFS);
- de mededeling over de bescherming van de financiële belangen van de Europese Unie via het strafrecht en door administratieve onderzoeken.
Onregelmatigheden met gevolgen voor de begroting
De analyse in dit verslag is gebaseerd op door de lidstaten verstrekte gegevens, met uitzondering van het deel dat is gewijd aan rechtstreeks door de Europese Commissie beheerde uitgaven.
