1 1. BACKGROUND Applications are invited for this position at the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (Frontex), established under the Council Regulation (EC) No 2007/2004 of 26 October 2004. 2 Frontex is located in Warsaw, Poland and its main tasks are the following: a) coordinate operational cooperation between Member States in the field of management of external borders; b) assist Member States in the training of national border guards, including the establishment of common training standards; c) carry out risk analyses; d) follow up the development of research relevant for the control and surveillance of external borders; e) assist Member States in circumstances requiring increased technical and operational assistance at external borders; f) provide Member States with the necessary support in organizing joint return operations. 2. RISK ANALYSIS UNIT The task of the Risk Analysis Unit is to provide the foundation for Frontex operational action, as well as to deliver to all principal customers analytical knowledge on the current border security situation at the external borders of the EU. The Unit is divided into two Sectors: Strategic Analysis and Planning Sector deals with regular information exchange on illegal migration with Member States and other partners, and delivers periodical and tailored analytical products in order to support strategic level decision-making regarding management of EU external borders. Operational Analysis and Evaluation Sector deals with intelligence collection and provides to support to Frontex coordinated joint operations and pilot projects. The objective of each Sector, in the scope of duties as described above, is to generate accurate and timely intelligence products (reports, threat and risk assessments) which provide the foundation for Frontex operational action and further development of appropriate intelligence methodologies that enable Frontex to meets its objective. 3. DUTIES Reporting to the Head of the Strategic Analysis and Planning Sector within the Risk Analysis Unit, the Assistant for Geographic Information Systems Data Processing will be responsible for giving support in the following areas: · Implementation of assigned risk analysis activities, in particular in the area of geospatial analysis, by contributing to the implementation of the tasks assigned to the Risk Analysis Unit in the Programme of Work; · Managing geospatial data collection and storage; · Checking and processing of geospatial data collected from various sources; · Preparing different types of geospatial analysis and products for risk assessments using relevant software (such as ArcGIS) and techniques; · Customising web-based GIS (based on ESRI and ORACLE technology); · Giving support and advice to other units and Member States regarding the use of GIS software as well as the collection and analysis of geodata; · Drafting and maintaining technical guidelines and documentation; · Managing GIS projects including procurement; · Organising meetings, workshops and seminars for relevant Unit/Sector activities; · Drafting of reports, preparing and holding presentations in English; · Developing and maintaining centralised web-based GIS services within Frontex; · Developing and reviewing tools and methodologies for managing geodata; · Following-up geospatial developments in other Frontex units, EU institutions, Member States; · Following-up the development of GIS technologies and analysis used in law enforcement; · Performing any other supporting task assigned to the Unit. 2 Rondo ONZ1, 00-124 Warsaw, Poland Telephone +48 22 544 95 00 Fax +48 22 544 95 01
4. QUALIFICATIONS AND EXPERIENCE REQUIRED a. Eligibility criteria: To be eligible, a candidate must have: · a level of education which corresponds to completed university studies of at least three years attested by a diploma, or; · where justified in the interest of the service, professional training of an equivalent level; · in addition to above, have at least 1 year of professional experience; Professional experience shall be taken into account from the date on which the person fulfils the minimum qualifications for engagement. b. Selection criteria (1) Professional competencies The candidate will be required to demonstrate that he/she has: · Completed university degree in the field of geospatial science or related; · Professional experience and sound knowledge in the areas described in the job duties; · Sound knowledge of different geospatial methodologies, tools, analysis and professional experience in their practical application; · Sound knowledge of ArcGIS software and professional experience in their practical application; · Experience in using ArcInfo, ArcGIS Server and their extensions such as Spatial Analyst, Geostatistical Analyst, 3D Analyst, Data Interoperability, Tracking Analyst and Maplex as well as ArcGIS Server; · Knowledge of HTML, DHTML (JavaScript), XML, GML and OGC specifications such as WFS, WMS and WCS; · Experience in working with relational databases and knowledge of SQL; · Knowledge of the UML language for database entity modelling; · Excellent computing skills; · Excellent command of English; · Good analytical skills. Besides the following attributes would be an asset: · Good knowledge of Microsoft Office; · Experience in law enforcement, border management, public security, migration or related; · Experience in European public administration and familiarity with EU administrative working practices. 5. INDEPENDENCE AND DECLARATION OF INTEREST The Assistant for Geographic Information Systems Data Processing will be required to make a declaration of commitment to act independently in the Agency's interest and to make a declaration in relation to interests that might be considered prejudicial to his/her independence. Candidates will therefore be required to include confirmation of their willingness to make such declarations with their applications. 6. APPOINTMENT AND CONDITIONS OF EMPLOYMENT The Assistant for Geographic Information Systems Data Processing will be appointed by the Executive Director, upon recommendation of the Selection Committee, following the selection procedure. The successful candidate will be offered a job on condition that the budgetary authority approves the relevant staff plan. Successful candidate will be recruited as a Contract Agent pursuant to article 2 of the Conditions of Employment of Other Servants of the European Communities (CEOS). The Contract Agent post in question will be placed in group FGIV. The pay of staff members consists of a basic salary (depending on professional experience weighted by the correction coefficient of 72.2% (for Poland in 2010). The new salary numbers are expected in January 2010. Please monitor our website on a regular basis. The Vacancy Notice will be updated. Please note, that the salary will be paid in PLN (according to the fixed exchange rate, established once a year in July, current exchange rate is: 4.496 in 2010). Staff pays a Community tax at sources and deductions are also made for medical insurance, pension and unemployment insurance. Salaries are exempt from national taxes.
