Former prime minister (1998-99) Abbas Djoussouf dies. On the same day former coordinator of the Transitional Military Committee (1995) Combo Ayouba is assassinated.

An interim government is appointed on the day that President Ahmed Abdallah Sambi's regular term expires. The Constitutional Court earlier in the month annulled a law extending his term, but decreed that he should stay in office with limited prerogatives pending new elections. Fahmi Said Ibrahim becomes foreign minister, Ibrahima Houmadi Sidi defense and interior minister, and Mohamed Bacar Dossar finance minister.

In the first round of parliamentary elections, 3 of the 24 seats are won by candidates of the Presidential Movement. A second round is held on December 20 to allocate the remaining 21 seats, the Presidential Movement and its allies winning 17 (for a total of 20) and the opposition 4. Nine other seats will be allocated by the councils of the three islands.

In a referendum, constitutional amendments are approved which extend the term of President Ahmed Abdallah Sambi by one year (to 2011) and downgrade the status of the island presidents to governors.
